Trooper's Narrative:

On 10/4/2024 at approximately 2105 hours. I heard Garland County (Sgt. Simpson 109) advised he was trying to catch up to a
white Nissan Frontier on Airport Road at a high rate of speed that almost struck him head on. Seconds later, he informed his
dispatch that he was in pursuit, with speeds over 100 miles an hour. Sgt. Simpson requested Arkansas State Police to take
over the pursuit. The pursuit started on Airport, city limits, onto Albert Pike. From Albert Pike to Hobson to Ouachita, inbound on
Central Ave (Downtown) to Park Ave. Deputies advised they were traveling south on Highway 5 (new bypass) towards Martin
Luther King Expressway (MLK).

I was staged on Highway 5 and MLK, on the shoulder. Shortly after, Garland County terminated the pursuit just before I
engaged, due to speeds and traveling onto oncoming traffic, I observed the Nissan Frontier, displaying AR, APL42E, passing
vehicles on left. I initiated my blue lights and sirens, but the suspect refused to pull over. I informed Troop K Communication
Center that I was in pursuit with that vehicle with speeds over 100 miles per hour. The suspect was traveling in the inside lane,
so I went to the passenger side to perform a tactical vehicle intervention (TVI). The suspect immediately hit his brakes, but a
TVI was still performed, but wasn't successful. The suspect lost control and a second tvi was performed to prevent the suspect
from going the wrong way on MLK.

Myself along with Garland County performed a felony traffic stop. Commands were given to the suspect, who was later
identified as Brett Pharr. Pharr was informed to take his seatbelt off and crawl out of the window, which he
complied. As Pharr was getting out of the vehicle, he was escorted out and placed into custody without incident. Sgt. Simpson
transported Pharr to the Garland County Detention Center.
Pharr was charged with several traffic offenses along with Felony Fleeing (C Felony).

Pharr’s vehicle was towed by Comb’s and Burks. Due to the damage sustained to my patrol unit, Holcomb"s wrecker was
contacted and transported my unit to Troop K Headquarters.
Pictures were taken of my unit. My audio was not working due to it being the end of my shift and I was almost home. I placed
my mic on the charger and forgot to place it back on my person.
