Ukraine foreign minister Dmytro Kuleba resigned Wednesday as another wave of Russian attacks killed at least seven people, including a child. His departure is part of a major government reshuffle ahead of Ukrainian President Volodymyr Zelenskyy’s visit to the United States later this month.
