Beijing forbids officials taking work phones to Russia, is the relationship crumbling?

Recently, Hiroyuki Akita, a commentator for Nikkei Asia, wrote an article revealing that despite Chinese President Xi Jinping and Russian President Vladimir Putin declaring their relationship as "no limits," Beijing and Moscow are not entirely satisfied with each other. For example, Beijing has recently banned officials from taking their work phones to Russia.
