Hello everyone, welcome to Kanfeng Yun. I'm Meiling.
Today I'm going to talk to you about the Taiwan Nationalist Party and the Democratic People's Party jointly pushing for the Reform of the Congress Act, which has caused great controversy.
Is there any way to abolish this new bill?
If there is a controversial bill in the Taiwan Legislative Yuan, why should hundreds of millions of citizens take to the streets to correct it?
What is the difference between Taiwan's democratic system and the United States?
The Chinese Communist Party of China broke the news that the Chinese Communist Party was behind the chaos in the Taiwan Legislative Yuan.
The Chinese Communist Party's economic collapse may be a sign of a disaster.
Xi Jinping recently held a forum for entrepreneurs in Shandong during an investigation.
Suddenly, he changed his face.
Taiwan Legislative Yuan No. 24 continues to review the bill proposed by the Blue and White Parties.
In the Legislative Yuan, the number of protesters exceeded 100,000.
This is when the people of the Democratic People's Party launched the Green Bird Act to protest against the expansion of black boxes.
Originally, the police only opened the Zhongshan South Road expressway to protest against the people walking.
However, after work in the evening, more and more people stormed Zhongshan South Road.
The police had to open the expressway.
Because the Qingdao East Road was already full in the afternoon.
The staff led the people to turn to Zhongxiao East Road.
The Kuomintang also applied for road rights on the east side of Qingdao East Road.
Then, no one gathered all afternoon.
Only propaganda cars played videos.
Fans of Han Kuo-yu in the dead are alone.
A man is waving the flag next to the propaganda car.
The organizer announced at 9.38 p.m. that the scene had reached 100,000 people.
The demonstrators raised their slogans and slogans.
Opposed the abuse of power by the Legislative Yuan.
Rejected the black box work.
No discussion, not democracy.
So why do Taiwanese people think that the Legislative Yuan is using the new bill to expand power?
According to the current law in Taiwan,
the Executive Yuan will submit a policy report to the Legislative Yuan and receive an inquiry.
But the new law stipulates that the president must submit a national security report to the Legislative Yuan every February.
And submit a national security report to the Legislative Yuan on March 1.
Although the U.S. and France have similar systems,
they all emphasize that the president only makes reports and does not accept inquiries.
The new law and regulations passed by Taiwan require the president to accept an inquiry.
Taiwan law researcher Huang Chengyi told the American News Agency.
This article is to undermine Taiwan's power-separation system,
which was established during the 1997 coup.
Analysts believe that Taiwan's president is democratically elected,
and has a direct public-private relationship.
So the president does not need to be responsible to the Legislative Yuan.
Since the president is not appointed by the Legislative Yuan,
the president certainly does not need to accept an inquiry from the Legislative Yuan.
Otherwise, he will become a legislator above the president.
This violates the principle of power-separation in the Taiwan Constitution.
In addition, if the president fails to satisfy the Legislative Yuan in the process of answering questions,
he will be put on the hat of despising the Congress.
After the president takes office, he may face a lawsuit.
Let me give you another example.
The new bill stipulates that the Legislative Yuan can directly call on the vice-president of the case in question
to express his opinion.
In other words, the Legislative Yuan has the right to intervene in a case under investigation.
The power of the Legislative Yuan has been expanded to the judicial department.
Commentator Fang Fei believes that
this is the power that all countries in the world do not have.
If a case is closed after investigation,
if there is a problem and a complaint is made,
legislators or members of Congress can review it.
But it is not allowed to do so during the investigation.
Fang Fei said,
The new bill stipulates that
only the chairman of the Legislative Yuan can ask for a lawyer.
That is to say,
if the chairman does not agree,
the person being questioned must face the question without a lawyer.
If the answer is wrong,
either be fined or go to prison.
Many people are very concerned.
What should we do next?
What can be done to abolish this power expansion bill?
Commentator Tang Jiyuan said,
There is a way,
that is, you can apply for a judge to review the constitution.
The explanation is the Constitutional Constitution.
It is the judge who explains this constitutional provision.
Because many of the provisions in this proposal
do involve the constitutional constitution.
She said,
The threshold for starting an application to review the constitution is not high.
It can be raised directly by the president himself
or by more than one-fourth of the legislators.
The DPP can completely reach this threshold.
Commentator Dr. Jason mentioned in Jason's View.
There is another way,
which is also feasible,
which is to solve it through a public referendum.
He said,
As long as the number of people who joined the last election
reaches 1.5%,
that is, about 290,000 people joined,
it can be used in a public referendum
to decide the fate of the new bill.
According to the Taiwan Citizens' Voting Act,
a referendum can be held once every two years.
The deadline is Saturday, August 4th.
Therefore, the next public referendum will be in August next year.
However,
The DPP believes that
the shortcoming of this method is that
it is difficult to solve it through a public referendum.
It can only be held after more than a year.
By that time,
the threshold for this event may have dropped.
Is there such a huge public opinion force
to start a public referendum
to abolish this bill?
It is also unknown.
Speaking of which,
everyone may think of a question.
In the Legislative Yuan of Taiwan,
there is a big bill of justice.
Why do we have to rely on hundreds of thousands of citizens
to take to the streets
in order to correct it?
This cost is actually very high.
Ten years ago,
the Fomalhaut Agreement triggered a solar snowstorm.
Hundreds of thousands of people participated in the parade.
Finally, the Fomalhaut Agreement was blocked.
Now, even if 100,000 people walk out,
I'm afraid it's hard to block this new bill.
The U.S. has basically never had this situation.
What is the difference between Taiwan's democratic system
and the U.S.?
Tang Jingyuan believes
that the biggest problem
in Taiwan's constitutional system design
is that the president's power is a bit small.
He can't effectively question a certain bill.
This is a fundamental reason.
He said,
if a bad law is introduced in the U.S.,
there are three levels that the U.S. can block.
The first level is that the U.S. is a two-party system.
There are Senate and House of Representatives.
Taiwan is just a one-party system.
It's a one-party system.
The second level
is that the U.S. president can directly deny the bill.
He doesn't have to sign it.
Taiwan's president has no right to deny it.
The third level
is that the U.S. president can return the bill to Congress.
Congress will vote again.
The threshold for voting again is relatively high.
More than two-thirds of the votes
can overturn the president's denial.
Taiwan's president also has the right to return the bill
to the Legislative Yuan.
But this right can't stop anything.
Because when the Legislative Yuan reviews again,
as long as it gets more than half the votes,
the bill can be passed,
and the president has to sign it.
So, Taiwan's president's power is relatively small.
This is a shortcoming.
Professor Lin Zhijie,
a special professor at Taiwan Yangming University,
said that
it is worrisome that
the camp that promotes the new bill
will not cooperate with the Chinese Communist Party.
At the end of last month,
Fu Qikun, the head of the Kuomintang party group,
led a group to visit China.
After coming back,
he vigorously promoted the new bill.
If it doesn't go through the legal process,
it can pass this messy bill.
In the future, it may also pass other bills
that harm Taiwan society
or affect Taiwan's national security.
Researcher Yuan Hongbin once broke the news in February
that Xi Jinping tried to use the Taiwan Legislative Yuan
and the party's power
to completely disrupt and infiltrate Taiwan,
and use foreign money to occupy Taiwan.
Yuan Hongbin confirmed to CCTV on the 24th
that the news above was provided by a red-eared generation,
and this red-eared generation
was not encouraged by Xi Jinping.
Yuan Hongbin analyzed that
in addition to threatening Taiwan
through foreign military actions,
he also used three ways
to try to mess up Taiwan's internal affairs,
including using public opinion to intimidate Taiwan,
and using the word of mouth
to infuse Taiwan's internal terror,
establish the CCP's agent in Taiwan,
weaken Lai Qingde's administrative team efficiency,
and use the Kuomintang's power in the Legislative Yuan
to expand the legislative power
in exchange for administrative power.
He said that the CCP's intention
is to create the Kuomintang
into a new head of the Communist Army
and eventually completely occupy Taiwan.
Recently, during the Shandong Inspection,
Xi Jinping hosted a meeting of entrepreneurs
to release the signal that the central government
values enterprise development and economic priority.
However, the outside world
is not optimistic about the reform
Some analysts believe that
China's economy is in great trouble,
and Xi Jinping re-opens the reform
as a sign.
On the 23rd, Xi Jinping held a meeting
and said that he would further
deepen the reform and
also emphasize the need to
stick to the Party's leadership.
He said that no matter how the reform is changed,
it must stick to the Party's comprehensive leadership
and at the same time be innovative.
He said that the reform should be changed
in the best way possible.
Nine representatives from state-owned
enterprises, private enterprises,
foreign investment enterprises,
individual business representatives
and expert scholars attended the meeting.
One of the important backgrounds
of this forum is that the
20th Sino-Chinese General Assembly
is about to be held again
and a new reform agenda is about to be set up.
The South China Morning Post reported that
this forum is the latest information
issued by the highest leadership
of the Chinese Communist Party
before the Sino-Chinese General Assembly.
However, a Beijing scholar said
that Xi Jinping still emphasizes
the leadership of the Party in his speech,
so the Chinese economy will not change.
Gao Weibang,
Chairman of the Association of Chinese Victims of Taiwan Investment,
said that China has too many problems now,
but the root of the problem
is Xi Jinping himself.
Now the economy is getting worse and worse.
Xi Jinping said how to reform,
how to open up.
What he said is different from what he did.
Professor Feng Congyi of Sydney University
believes that what Xi Jinping said
is all nonsense.
He said that what Xi Jinping said
was to solve the problems
and to review the words of the Hu Wen era.
After Xi Jinping came to power,
he basically did not say these words.
He engaged in totalitarianism,
but the result was a collapse.
China's economy is in a dire straitjacket.
Now he wants to lure foreign capital
into the country again.
He wants to lure Chinese capital not to stay abroad,
but to stay in China to help him fill the national treasury.
All these reform words
are all bluffing.
Xi Jinping has to clear the field
On the 22nd,
Xi Jinping went to Shandong Province for a sunrise.
You can see from the video played by CCTV
that the official not only arranged
people riding bicycles by the sea,
but also arranged couples
taking wedding photos.
A scene full of enthusiasm.
Commentator Chen Pekong said,
it was obviously fake.
When everyone goes out to play,
they usually carry a mobile phone
or a bottle of water in their hands.
If you are a tourist,
you usually have a backpack.
Look at the people Xi Jinping accidentally met.
None of these three things.
No mobile phone, no backpack,
no bottle of water.
Is this normal?
Think about it.
What would it be like in a democratic country?
In the United States,
if Trump appeared,
everyone would raise their mobile phones
to take this rare shot.
But those people by the sea
no one took a picture with a mobile phone.
They are all actors.
They are all acting.
On the same day,
Xi Jinping also went to the port of Japan to inspect.
From the photos issued by CCTV,
we can also see
that the people around Xi Jinping are all actors.
The so-called workers at the scene
were all hammered with both hands,
stuck on both sides of the body.
It's very unnatural.
It's more like a group of soldiers in gold.
Especially behind Xi Jinping,
a man in a red uniform
with his feet apart
by about 60 degrees.
Especially his fingers,
the second finger
shows the standard posture
of a CCP soldier.
Obviously he has been trained.
Okay, that's all for today.
