For a long time, South Korea has been heavily dependent on foreign imports and technology in the aviation industry, especially in the field of helicopters. Most of the main attack helicopters equipped by the Army Aviation are from the United States, including MD500 Defender, AH-1 Cobra and AH-64 Apache.To this end, the South Korean government has long proposed a huge plan to develop its own military aviation industry, and set up a special Korea Aerospace Industries Corporation to develop domestic helicopters.
As early as 2002, South Korea proposed a helicopter development program called KUH.Under the plan, The Korean aviation company developed the KUH utility helicopter based on the technology of the Super Jaguar helicopter introduced with the help of Eurocopter.In 2013, The kUH-1 Perfect Eagle, South Korea's first domestically produced utility helicopter, was launched.But it seems the Perfect Eagle is not perfect.A report from the Board of Audit and Inspection found that the KUH-1 utility helicopter not only had fatal design flaws, but also failed to meet standards in several manufacturing processes.After service, the aircraft had a series of accidents.
一直以來，韓國在航空工業領域嚴重依賴國外進口和技術引進，直升機領域尤爲明顯，陸軍航空兵所裝備的主力武裝直升機基本都來自於美國，包括MD500“防禦者”、AH-1“眼鏡蛇”以及AH-64“阿帕奇”等型號。爲此，韓國政府早就提出發展本國軍用航空工業的龐大計劃，並專門成立韓國航空航天工業公司，着手研發國產直升機。
所以早在2002年韓國便提出了名爲KUH的直升機發展計劃。根據這個計劃，韓國航空企業在歐洲直升機公司的幫助下，引進“超美洲豹”直升機技術，並在其基礎上研製了KUH通用直升機。2013年，韓國首款國產通用直升機KUH-1“完美雄鷹”問世。不過，“完美雄鷹”似乎並不完美。來自韓國監查院的報告顯示，KUH-1通用直升機不僅存在致命的設計缺陷，且多處製造工藝未達合格標準。服役後，該機接連發生事故。
