The class was to be built with eight ships named after the Chinese historical names chenggong, Zheng He, Jiguang, Yue Fei, Ziyi, Ban Chao, Zhang Qian, and Tian Dan (D ān).According to the original plan, tiandan, the eighth chenggong class frigate, was to be considered as a Tiandan class frigate equipped with advanced combat system, but the construction plan was cancelled due to insufficient budget and unstable performance.The Tiandan has not been built since, but Taiwan Shipbuilding has ordered gas turbines, propellers and major combat systems for it.If give up at this point, the early investment wasted, the final decision to continue to build "Tian Dan".In 2017, the Taiwan Navy purchased two more original Paili-class frigates, named Ming Chuan and Feng Jia, and arrived in Taiwan.At this point, "success" class cruiser of the same type of 10 ships neatly installed column completed.
1989年5月8日，臺灣宣佈新艦將由“中船公司”製造，設計方案由吉布斯•科克斯公司提供。同年，在巴斯造船廠協助下，“光華一號”艦，也就是成功級的首艦在高雄船廠開工。首艦“成功”號單艦造價6.5億美元，從訂貨到交付使用共40個月。1990年12月21日安放龍骨，1991年1月15日安裝MK13導彈發射架，1992年12月與1993年1月分別進行海試。1993年5月7日正式服役。“成功”級巡防艦的建成表明臺灣造船技術達到了一定高度，也是國艦國造非常成功的案例。
本級艦原預定建造8艘,分別以中國歷史上的名將來命名:成功，鄭和，繼光，岳飛，子儀，班超，張騫，田單（dān）。按照當初的計劃，“成功”級巡防艦第8艘“田單”號，將配備先進戰鬥系統被視爲“田單”級巡防艦，但後因預算不足和性能不穩定致建造計劃被取消。“田單”號因此便一直沒有開工，但臺船公司已經爲其訂購了燃氣輪機、螺旋槳和主要作戰系統等。如就此放棄，則前期投資打了水漂，最後拍板決定繼續建造“田單”號。2017年，臺灣海軍又購入兩艘原裝派裏級巡防艦抵臺，命名爲銘傳、逢甲。至此，“成功”級巡防艦的10艘同型艦整齊裝列完畢。
