The shape of the "Rock" oil bomb supply ship has been taken into consideration for hiding, and it has a slightly tilted inward hull, so it is simpler than the "Wuyi" ship.The replenishment device has the same design as "Wuyi", including two liquid oil and water transmission devices on the left and right sides and one high-speed automatic transmission shuttle, which can supply oil and ammunition materials to one ship on two sides at the same time during the voyage.In addition, the stern is equipped with longitudinal refueling devices.The "Rock" has a pair of cranes on the bow deck and in the ship to load and unload supplies.A vehicle entrance is added to the starboard midsection of the ship, which enables the supply ship to have additional transport functions in addition to general fuel bomb replenishment.
The ship is 196 meters long, 26.8 meters wide, and 7.9 meters draft. It has a standard displacement of 10,371 tons and a maximum displacement of 20,630 tons. It has a maximum range of 8,000 nautical miles and a maximum speed of 23.7 knots, two knots faster than Wuyi.The ship is powered by 4 diesel engines and powered by 4 diesel generators. It has 165 officers and soldiers and costs 4.7 billion NT dollars per ship.
“磐石”號油彈補給艦外型上納入了匿蹤考量，具備向內略爲傾斜的船體，因此較“武夷”艦外觀更爲簡潔。補給裝置設計與“武夷”號相同，同樣是左右舷各2具液態油水傳輸裝置及1具高速自動傳輸梭車，在航行期間能同時爲2側各1艘船艦進行油料與彈藥物資的補給。此外，艦尾設有縱向的加油裝置。“磐石”號的艦首甲板與艦中各有一對起重機，用來裝卸物資。右舷艦身中段增設一座車輛出入口，使補給艦除了一般油彈補給外也具備額外的運輸功能。
“磐石”號油彈補給艦艦長196米，艦寬26.8米，吃水7.9米，標準排水量10,371噸，最大排水量20630噸，最大航程8000海里，最高航速23.7節，比“武夷”號還快上2節，顯示出它青出於藍的實力。動力系統爲4臺柴油引擎，發電機爲4臺開拓重工柴油發電機，編制官兵165人，單艘造價47億新臺幣。
