爲了防止最壞的情況發生，美國陸航需要一款可以獨立往返大西洋的洲際轟炸機，於是提出了一個全新的轟炸機招標需求：擁有720千米/小時的最大平飛速度，440千米/小時的巡航速度，實用升限13500米，在7500米高度飛行並且載有4.5噸炸彈的情況下可以達到19312千米的最大航程。聯合-沃爾特公司，波音和道格拉斯公司先後完成並提交了自己的方案，但是在陸航看來三個公司的方案都不盡如人意，同時三個公司的設計師們也抱怨這些技術指標被定的太高以至於無法實現。
