The sea is full of rivers
The meaning is: The sea can accommodate hundreds of rivers' water. It means that the sea can accommodate hundreds of rivers. It comes from the couplet inscribed by Lin Zexu when he was the governor of the two provinces in the Qing Dynasty: "The sea can accommodate hundreds of rivers, there is tolerance; the wall can stand a thousand measures, no desire is rigid".
The meaning of this couplet is: the sea has a wide capacity to accommodate hundreds of rivers; the mountains are so tall because they are free from the mundane desires of the world.
