Breaking news! Barcelona have been charged with corruption for payments made to former referee
Jose Maria Enriquez Negreira. It's one of the biggest corruption scandals in sporting history.
If proven guilty, Barcelona would be divested of all their titles in that time period,
which includes 10 La Ligas, 7 Capital Rays, 7 Super Capas. Besides, Barcelona can be excluded
from the next season's Champions League draw and, theoretically, even from La Liga.
Truly shocking news, isn't it? We assume it's necessary to break down this topic a bit
and find out once and for all what awaits Barcelona in the near future.
Will all these terrible sanctions become a reality? In today's episode of Football Club,
we're gonna raise these very questions and we promise you a comprehensive answer to them.

So, we had quite a short time of Barcelona having a life without any scandals. It seemed like
Bartomeu had left the Catalans physically, but his legacy still continues to haunt Cules.
Then, Negreira Gate has arrived. So, what exactly happened? Let us explain.
The Catalan prosecutor's office has bombarded the club with three charges at once. Corruption
between individuals in the sports field, false administration and falsification of commercial
documents. And here's the essence of the case in short. It became known that Barcelona paid
Enrique Negreira, vice president of the Technical Referee Committee of the Spanish Football Federation,
for three years, in change for referee decisions in their favor. The money went to the account of
the official's company, Doznil 95. Later on, the payments turned out to be carried on since 2001
and ended only in 2018. On March 11, the first official charges appeared.
According to Cerro Catalunya, Negreira received at least 7.3 million euros since 2001,
but the court will focus on the last 10 years, being particularly interested in the 3 million
euros the former referee boss received between 2014 to 2018. These payments from the Catalans
stopped in 2018, the same year Negreira was no longer vice president of the referee committee.
Almenda reported that Negreira threatened to reveal certain irregularities of Barca
if they did not resume his payments. But in the end, nothing happened.
What was Enrique's Negreira paid for? Speaking to Cadena Ser, Enrique's Negreira said no
documentation of his work existed because it was always conducted verbally. He said such work
included giving advice on how players should behave with different referees.
Why will only 10 years be considered? Because of the statute of limitations. Barca, its former
bosses Sandro Rossell and Jose Bartomeu, as well as Negreira himself have been charged,
not to mention team managers from Bartomeu's team, Oscar Grau and Albert Zoller, who were
reported to be charged with false administration. The court wants to hear all the Catalan bosses
who took charge of the club from 2001 to 2018. Joan Gaspart and Joan Laporte are not in danger
at the moment. The reprehensible article of the criminal code came into force only in 2010,
the period of their presidency is beyond suspicion. Anyway, what the court accuses
Barcelona of and what wording it uses are among things worth paying attention to.
In documents presented to a Barcelona court on Friday, prosecutors said,
FC Barcelona reached and maintained a strictly confidential verbal agreement with Enriquez
Negreira so that, in his capacity as vice president of the CTA and in exchange for money,
he would carry out actions tending to favor Barcelona in the decision-making of referees
in the matches played by the club. The Athletic reports.
Another important point, so far the prosecutor's office only draws conclusions based on the
and submits a complaint to the court. No evidence is provided yet. Thus,
they want to refer the case to court and obtain more necessary data for the investigation.
The next step will be to find out whether the judge can accept the prosecution's complaint
for consideration or not. If their charges are allowed to be processed, the legal process will
begin. How Barcelona reacted to the Negreira case. Let's cover these aspects as well.
Following these breaking news, Barcelona released another statement suggesting
that the opinion of the prosecutor who is filing this complaint of the club paying for biased
refereeing decisions is a hypothesis and that they never bite a referee nor try to influence
their decisions. Barcelona ex-president Josep Bartomeu, speaking with The Athletic in February,
claimed to have only dealt with Enriquez Negreira's son, Javier, over payments made to
I didn't know who Javier Enriquez was until one day he was introduced to me in the box
at the Camp Nou. It was 2015 and they only told me that he was the person who made the reports.
I greeted him and told him that the managers are very happy with his work. And that is it.
It seems that with this service we were asking for more penalties in our favor
or that we wanted to condition the referee's decisions and that's not the case.
This gentleman had zero power among the referees. He was engaged in referee analysis.
Bartomeu is short. The current president, Joan Laporta, strongly denies all accusations.
We plan to do a press conference in the future to speak about the case. For now, we want to make
clear Barcelona has not bought off referees and it has never been the intention. That's a
Besides, the Barcelona official has already launched an internal investigation
to settle up the situation as soon as possible. An interesting reaction to the whole situation
came from Real Madrid, who are considering the option of a complete ties severance with Barcelona.
We would like to remind you that Blaugrana and Las Blancas have become very close because of
the Super League project, which they were initiating, but until Barca's guilt is not proven,
there is still hope for good relations between two Spanish Goliaths.
One of the key questions of this case sounds like… Could Negrera actually influence the
referees? There is a notable comment made by former referee Iturralde Gonzalez,
a well-known Spanish referee. Here's what he told about the controversial official.
From my personal experience, Negrera was not a person who had a bond with the match officials.
I only met him at the camps the FA set up for referees throughout the season. Now,
all the referees meet once a week. Back in the day, they set up a big congregation before the
season. Then, once every three months, to assess our performances. Negrera was there, but at most
you would see him when you crossed paths in the hotel corridor. He was not at all involved in the
daily issues of our professional life. He had more of an institutional role.
An unequivocal statement that may be useful to Barcelona in defending its truth,
as well as the following fact. Connections between football clubs and referees
are not uncommon in Spain. Carlos Mejia Dávila, a referee with 219 La Liga fixtures under his belt,
has been working quite legally in Real Madrid's institutional relations department
since retiring in 2009. Manuel Mejuta Gonzalez, who has served 262 fixtures in the Spain top
division, is now a part of Getafe's first team, doing his job without any concerns.
So, what is the problem with Barcelona and Negrera, and did Barca manage to break the
rules of the game? Now, this will have to be clarified and proven.
As for this moment, La Liga doesn't see an opportunity to punish Barcelona on a sporting
principle. So, there are no talks regarding championship exclusion or points deduction.
It's not possible for there to be any sportive punishment from our side.
It's been five years since those payments stopped, and these kinds of breaches are
time-barred in our rulebook three years after taking place, La Liga president Javier Tebas said.
The most likely sanction imposed by La Liga may be realized in the imposition
of a financial penalty, football pundits from the authoritative publication Relevon note.
Safe to say, no one will take their domestic titles for the period between 2010 and 2018.
Unlike La Liga, UEFA and FIFA have the right to punish Barcelona on a sporting basis.
The club could face a year-long ban from competitions under the auspices of UEFA and
FIFA, which means a high probability of Barca getting left out of the next European campaign.
Again, no decision will be made upon Barcelona until May or June.
Mundo Deportivo journalist Ramon Fuentes states.
In case the European ban takes place, then the team will find it difficult to attract
new star players. Lots of rumors are dwelling upon transfers of Messi,
Gündoğan and Laporte, and unfortunately the Catalans may have to acquire performers
of a lower caliber. Nevertheless, we assume that given the fact of the prosecutor's office
currently operating without direct evidence of the incriminated guild,
Barcelona will be able to emerge from this story unscathed.
