Ranking Member Bobby Scott Speaks in Opposition to H.R. 5982

Ranking Member Bobby Scott (VA-03) took to the House floor in opposition of the so-called “Midnight Rules Relief Act” (H.R. 5982). H.R. 5982 would allow Congress to simultaneously disapprove multiple regulations when these rules are issued within the last 60 legislative days of a session of Congress during the final year of a President’s term. This bill would put in place a process to eliminate and undermine rules—many of which have been under development for years or even decades—to protect consumers, working people, and students.
