On Sunday, November 1, Xinhua published a document that CCP state media is selling as a routine anti-corruption plan.
It's titled the Decision of the CCP Central Committee on Certain Major Issues concerning Persevering with Full and Rigorous Party Self-Governance (中共中央关于持之以恒推进全面从严治党若干重大问题的决定). The Fifth Plenum adopted it on October 29, and it runs to about 17,000 Chinese characters.
I read the whole thing in Chinese, along with Xi Jinping's own "Explanation" of how it was drafted.
CCP state media won't tell you what it actually is: the Party's surveillance manual for its own members. It covers what they post online, who they have dinner with, what their spouses and children own, and even what retired leaders say to each other on the phone.
It also contains a remarkable admission. Thirteen years and millions of punished officials into Xi's "anti-corruption" campaign, the rot is still there.
