🚨 “THE BEAST UNLEASHED! ”
As the CCP’s 20th Central Committee Fifth Plenum opens in Beijing today (Oct. 26–29), the official agenda is pure internal control: Xi Jinping’s draft decision on “persistently advancing full and rigorous Party self-governance.” Not growth, not jobs, not the 15th Five-Year Plan—those were already handled. This is about locking down loyalty, closing loopholes, and institutionalizing the purge machine ahead of the 2027 Party Congress, where Xi is widely expected to seek a fourth term.
The backdrop is already brutal. Asia Society estimates attendance at a post-Mao low of roughly 77% (~291 of the original 376 full and alternate Central Committee members) after successive purges. Large parts of the military leadership and multiple Politburo-level figures have already been removed or disappeared; further expulsions are expected to be formalized.
Now an inside report circulating from former Inner Mongolia legal official and political prisoner Du Wen (@duwen2023) claims the Plenum will go further on the disciplinary apparatus itself.
To overcome shortages of investigators and detention space, it is said the meeting will authorize a sharp decentralization: disciplinary inspection teams already stationed inside state-owned enterprises will be empowered to open cases and directly impose *liuzhi* (the Party’s coercive incommunicado detention) on SOE cadres at all levels. Higher commissions would only gate-keep the initial filing and final disposition. Personnel numbers would expand geometrically—and would no longer need to be civil servants. SOE employees themselves could exercise these powers. Multiple major SOEs have reportedly already expanded teams and completed training, waiting only for the Plenum to end before full activation.
If accurate, this is not “anti-corruption reform.” It is the further weaponization and mass proliferation of the Party’s black-box coercive tools, pushing the surveillance and detention net deeper into the commanding heights of the economy and multiplying the number of people who can disappear cadres without normal legal process. The same system that has already detained tens of thousands under *liuzhi* in recent years is being scaled for permanent, lower-threshold use.
Official media will call this “self-revolution” and “putting power in an institutional cage.” In practice, it expands the cage and multiplies the jailers. The empty seats in the Plenum hall are the visible result of the current system; the reported SOE expansion is the next phase.
Tremble is the right word for those still inside the machine who think the purges will stop at someone else.
