Taiwan’s High Prosecutors Office on Sunday indicted four people, including two active-duty military personnel at the time of the alleged offenses, for leaking and delivering military secrets to mainland China in exchange for payment. Two of the defendants remain in custody.

Four Charged After Joint Security Probe

Prosecutors, working with the Ministry of Justice Investigation Bureau’s National Security Maintenance Workstation and the Ministry of National Defense’s Military Security Command, concluded the investigation and filed charges under the Armed Forces Criminal Act, National Security Act, National Secrets Protection Act, and Anti-Corruption Act.

The defendants are identified as Li (male, then serving in the military police), Sen (female, then serving in the Air Force), Cai (female, a coast guard officer who transferred from the military), and You (male, a veteran previously indicted in a separate secrets case). Li and Sen have since left the service.

Alleged Espionage for Payment

According to the indictment, Li, while still a service member, from March or April 2024 through August 2025 probed, collected, leaked, and delivered multiple pieces of military secrets to the mainland region in violation of his duties. Sen, also then a service member, did the same from October or November 2023 through March 2025. Both acted because they needed money.

Cai, knowing the importance of national security amid long-standing cross-strait military tension, lent her account to Sen so that Sen could receive payments from the mainland. You, despite an earlier indictment for leaking and delivering confidential military material, from March to October 2024 used a virtual-currency wallet in his name to receive cryptocurrency from mainland individuals. He then deposited the funds into the accounts of Li and Cai to conceal the source of the proceeds.

Illicit Gains and Prosecutors’ Assessment

Li received a total of NT$884,000. Sen and Cai together received NT$515,000. You received NT$430,403.

Prosecutors stated that Li and Sen, as soldiers, and Cai, as a civil servant, were obligated to protect national security. Instead, they abandoned their duty of loyalty for personal gain and leaked military secrets to the mainland region. The acts, prosecutors said, were capable of harming national and military operational security and defense interests and caused serious damage to national security.

You was described as an indispensable participant who opened a new channel for the Chinese Communist Party to transfer money and who showed no remorse. Prosecutors recommended that the court impose heavy sentences on all four.

Detention and Bail Status

Li and Sen are currently detained. They were transferred to the Taiwan High Court on Sunday; after a detention hearing the court ordered both to remain in custody. During the investigation You posted NT$100,000 bail and Cai posted NT$50,000 bail. Both are barred from leaving Taiwan.

The High Prosecutors Office said national security is the foundation of democracy and that it will continue rigorous evidence collection and strict enforcement against any threat to it.
