WHITE PLAINS – Law enforcement authorities have charged eighth people with conspiracy to distribute crack cocaine in the vicinity of Wests Parmenter Street in the City of Newburgh.

The FBI, State Police and Newburgh City Police announced indictments against Maurice Owens, also known as “Mo Nice,” Shaka Eggleston, also known as “Shak,” Troy Smith, also known as “Castro,” Robert Morganfield, also known as “MJ,” Houston Brown, also known as “Euro,” Walter Herring, also known as “Noodles,” Jason Lowe, also known as “Boogie,” and James Tyrone Hayes, also known as “Country.”

As alleged in the indictment, the eight conspired to distribute large amounts of crack cocaine in the area of West Parmenter Street, primarily through hand-to-hand narcotics transactions.

Law enforcement conducted over 60 controlled purchases of crack cocaine, involving each member of the conspiracy. The suspects were observed on surveillance video, regularly conducting apparent narcotics transactions on West Parmenter over the course of the last several months.

Owens, 48, of Rock Tavern, Eggleston, 28, of Newburgh, Smith, 57, of Cornwall, Morganfield, 57, of Newburgh, Brown, 31, of New Windsor, Herring, 45, of Newburgh, Lowe, 39, of Newburgh, and Hayes, 56, of Newburgh, are all charged with narcotics conspiracy, which carries from 10 years to life in prison if convicted.

US Attorney Jamie McDonald said the suspects “participated in a conspiracy to flood the streets of Newburgh with a steady flow of crack cocaine.” He said the conspiracy “allegedly transformed Newburgh’s West Parmenter Street into an open-air drug market, where they have conducted thousands of narcotics  transactions in broad daylight, poisoning the neighborhood with illicit drugs for their own profit.”
