Federal investigators seek testimony from Sahra Noor and other relatives following a search of the Minnesota congresswoman’s Washington residence, raising new questions about immigration records and citizenship claims.

WASHINGTON — Federal investigators have reportedly subpoenaed the sister of Rep. Ilhan Omar, D-Minn., as part of an expanding criminal investigation into the congresswoman’s immigration history, bringing additional scrutiny to her family just weeks before the November midterm elections.
Sahra Noor, Omar’s sister and a Minneapolis-based health care consultant, was among several relatives issued subpoenas as investigators examine whether false information was provided on immigration and citizenship documents decades ago.
The subpoenas were first reported Tuesday by The New York Times and subsequently detailed by Fox News and the New York Post.
The development follows an Oct. 12 search of Omar’s Washington, D.C., residence by Homeland Security Investigations agents executing a court-authorized warrant.
Although the investigation has intensified, federal authorities have not publicly announced criminal charges against Omar, Noor or other family members.
Federal Investigators Turn Attention to Omar’s Family
According to published reports, investigators are examining immigration documents submitted when Omar and her family entered the United States after fleeing Somalia.
The investigation reportedly centers on whether Omar or her late father, Nur Omar Mohamed, provided inaccurate information concerning family relationships, birth dates or eligibility for U.S. citizenship.
Omar has maintained that she became an American citizen at age 17 through her father’s naturalization in 2000.
Investigators are reportedly examining discrepancies in historical immigration records, including questions surrounding her father’s citizenship documentation.
The inquiry has expanded to include family members who may possess information about the original immigration applications.
Noor and at least one other relative have reportedly received subpoenas seeking information relevant to the investigation.
A subpoena requires a person to provide testimony or documents. It does not establish that the recipient committed a crime.
The precise information investigators are seeking from Noor has not been publicly disclosed.
Who Is Sahra Noor?
Noor is a health care consultant and author who has worked on public health initiatives involving immigrant communities.
She operates a Minneapolis-based consulting business that describes experience securing more than $20 million in funding for health initiatives.
According to published accounts of her professional background, Noor’s consulting work has included projects supported by the Centers for Disease Control and Prevention, the U.S. Agency for International Development and other organizations.
Her professional activities have attracted additional attention amid the investigation into her sister.
However, the existence of government-supported consulting projects does not establish financial misconduct, and authorities have not publicly connected Noor’s consulting work to the immigration investigation.
Noor also recently published a memoir discussing her family’s experience immigrating from Somalia.
The New York Post reported that Noor had not responded to its request for comment regarding the subpoenas.
Questions Surrounding Immigration Records Resurface
The federal investigation has renewed attention to longstanding allegations concerning Omar’s immigration history and previous marriage.
For years, political opponents have alleged that Omar entered into a marriage with a relative to facilitate immigration benefits.
Omar has repeatedly denied those allegations.
Federal officials have not publicly released evidence establishing that the alleged marriage-related immigration fraud occurred.
The current investigation reportedly includes questions about whether information concerning Omar’s age or family relationships was inaccurately recorded in immigration documents.
According to Fox News, investigators are also reviewing reports that members of Omar’s congressional staff previously sought changes to the birth year appearing in public biographical materials.
The circumstances surrounding those reported changes have not been established as evidence of criminal wrongdoing.
Federal investigators must determine whether any discrepancies resulted from deliberate misrepresentation, administrative errors or other circumstances associated with the family’s immigration history.
Search of Omar’s Washington Home Intensifies Investigation
On Monday, federal agents searched Omar’s Washington residence as part of a criminal investigation.
The Justice Department confirmed that authorities obtained a court-authorized warrant but declined to publicly disclose details about the evidence sought.
The search was conducted by Homeland Security Investigations, the investigative division of the Department of Homeland Security.
Omar condemned the operation, accusing President Donald Trump’s administration of using federal law enforcement to intimidate political opponents.
The Minnesota Democrat has maintained that she has committed no wrongdoing and said she would not be silenced by the investigation.
Congressional Democratic leaders also criticized the timing of the search, which occurred approximately three weeks before the Nov. 3 midterm elections.
Justice Department policy generally discourages overt investigative actions that could influence elections, although exceptions may apply depending on the circumstances.
Federal officials have not publicly explained why investigators determined the search needed to occur so close to Election Day.
Separate Investigation Examines Financial Disclosures
The immigration investigation is not the only federal inquiry involving Omar.
U.S. Attorney Jeanine Pirro’s office is also examining questions surrounding the congresswoman’s financial disclosures.
The separate investigation reportedly concerns discrepancies in financial reporting associated with Omar and her husband, political consultant Tim Mynett.
Questions have emerged regarding changes in the couple’s reported assets between 2023 and 2024.
Omar has attributed discrepancies in financial reporting to accounting errors.
Her office has also pointed to previous congressional ethics reviews that did not result in disciplinary action.
The financial inquiry remains separate from the investigation into historical immigration documentation.
No criminal charges arising from either investigation had been publicly announced as of Wednesday morning.
Federal Funding and Family Business Connections Raise Additional Questions
Noor’s consulting business has also drawn attention because of its publicly described work involving government-supported health initiatives.
The company reports experience obtaining funding and participating in projects associated with federal agencies and international development programs.
Those claims have prompted questions about the nature of the contracts, the organizations involved and whether any government money flowed directly to the business.
However, publicly available reporting does not establish that Noor personally received $20 million in federal funds.
The amount described by her consulting business refers to funding reportedly secured for health initiatives, which is not necessarily equivalent to company revenue or personal income.
There is also no publicly established evidence connecting Noor to criminal wrongdoing in Minnesota’s Feeding Our Future fraud scandal.
The distinction is significant as investigators continue examining separate allegations involving immigration records and financial disclosures.
Congressional Accountability and Due Process
The investigation raises broader questions about congressional accountability, citizenship documentation and the standards applied to elected officials.
Federal immigration law prohibits knowingly providing material false statements in certain immigration and naturalization proceedings.
However, proving immigration fraud requires evidence establishing the relevant legal elements, including whether a false statement was knowingly made and whether it was material to the government’s decision.
Investigators would also need to consider the applicable statutes of limitations and other legal restrictions before pursuing criminal charges.
The investigation does not automatically invalidate Omar’s citizenship or remove her from Congress.
Any attempt to revoke citizenship would require separate legal proceedings and compliance with constitutional protections.
Omar remains entitled to the presumption of innocence unless criminal wrongdoing is proven in court.
Investigation Continues Ahead of Midterm Elections
The subpoenas issued to Noor and other relatives represent another development in an investigation that has attracted national political attention.
For supporters of the investigation, the central issue is whether immigration laws were followed and whether federal officials can establish that fraudulent information was knowingly submitted.
For critics, the investigation’s timing raises concerns about the use of federal law enforcement against political opponents shortly before an election.
The Justice Department has not publicly disclosed the full scope of the investigation or indicated whether prosecutors intend to seek charges.
Noor’s reported subpoena could provide investigators with additional testimony or documentation concerning the family’s immigration history.
For now, the investigation remains active, and the allegations against Omar and her relatives remain unproven.
As federal investigators continue examining decades-old immigration records, the central question is whether the evidence will establish violations of federal law or whether the allegations will remain unresolved.
