🎬 This week, the #Vancouver premiere of “#Unbroken: the Untold Story of #ShenYun” drew a full house, with many attendees moved by the dance troupe’s indelible spirit towards defending artistic freedom. Director General Liu was invited to cover some examples on the PRC’s transnational repression. These included anonymous accounts sending false emails threatening to disrupt Shen Yun performances in Vancouver and Toronto, as well as threats against the organizers of a June 4th memorial gathering in Taipei in an attempt to prevent it from going ahead. And just a few weeks ago, veteran journalist Akio Yaita was assaulted in the streets of Taichung. In its drive to silence dissent, China has gone so far as to infringe on the sovereignty of other countries. Such actions are deeply concerning, as they could create a chilling effect in democracies, causing people to self-censor out of fear of retaliation. Democratic countries therefore need to work together to prevent authoritarian interference in civil society.
Beyond tracking and surveilling dissidents, China also uses lawfare to extend its long-arm jurisdiction. The enactment of the so-called law on promoting ethnic unity and progress, for example, expands the scope of repression to Uyghur, Tibetan, Hong Konger and Taiwanese communities across the world. Individuals deemed to be “undermining” China’s ethnic unity could potentially face severe repercussions.
Economic coercion is another tool that the Beijing authorities use to extend pressure. After Australia called for an independent investigation into the origins of COVID-19, China imposed restrictions on Australian wine, barley and coal. Lithuania faced a similar problem after allowing Taiwan to open a representative office. Canada has previously seen retaliatory tariffs imposed by China on its canola, meat and seafood following the Meng Wanzhou incident. More recently, after Canada passed legislation targeting goods made with forced labour linked to China, Beijing imposed a 73.5% tariff on Canadian pea starch. These are all clear examples of economic coercion.
The resilience of democracy depends on all of us doing our part to protect it. #Taiwan is on the front line of responding to the PRC’s grey-zone tactics and will continue working with G7 countries and like-minded partners around the world to share experiences, counter tactics that threaten free and open societies, and curb the chilling effect created by transnational repression. This also echoes the story told in the documentary. As the forces of authoritarianism stop at nothing to carry out transnational repression and influence operations, democratic nations need to stand together and support one another to safeguard the values of openness and liberty. 🌏🕊️
