Senate testimony from a current CIA officer alleged intelligence officials and public health leaders worked to suppress lab leak findings while shaping public messaging on COVID-19 origins.

Sen. Rand Paul intensified his long-running investigation into the federal government’s handling of COVID-19 origins during a Senate Homeland Security and Governmental Affairs Committee hearing focused on alleged efforts to suppress evidence supporting the lab leak theory.

Opening the hearing, Paul referenced previous accusations that Dr. Anthony Fauci misled Congress about U.S.-funded gain-of-function research connected to the Wuhan Institute of Virology, citing earlier remarks in which he accused Fauci of “lying to Congress” regarding the research program.

The hearing, conducted before the Senate Homeland Security and Governmental Affairs Committee, featured testimony from James Erdman III, identified as an active CIA employee and senior operations officer. Prior to the hearing, Fox News correspondent Bill Melugin reported in an X post that Paul had disclosed the whistleblower would appear publicly before the committee.

Erdman, who also co-founded Feds For Freedom, testified that senior intelligence officials minimized evidence suggesting COVID-19 originated from a laboratory incident in China. According to a statement released by the organization, the hearing was intended to expose what it described as “deliberate suppression” of the lab leak theory and the weaponization of intelligence agencies against the American public.

“For years, Americans were told to trust the experts, trust the agencies, trust the intelligence community, and trust the officials who assured us that they were following the science,” Paul said at the start of the hearing. “But the evidence before the committee tells a very different story.”

Paul described what he characterized as a closed network of scientists, intelligence advisers, grant recipients, and government officials who rotated through overlapping agencies and advisory groups while reinforcing one another’s conclusions. He argued that the same experts who received federal funding and access to classified intelligence later presented findings publicly as independent scientific consensus.

“It was not independent; it was a circle,” Paul said.

According to the senator, Dr. Fauci maintained longstanding ties to national security and intelligence operations involving biodefense, dangerous pathogens, pandemic preparedness, and COVID origins investigations. Paul alleged that Fauci participated in classified discussions about the virus while simultaneously overseeing federal funding connected to coronavirus research.

“But how can Anthony Fauci objectively comment on a discussion of COVID origins when he approved the very funding that may have caused the pandemic virus?” Paul asked during the hearing.

Paul also revisited the February 1, 2020 conference call involving Fauci and several prominent scientists, saying researchers initially voiced concerns privately about the possibility of a laboratory origin before publicly dismissing the theory.

The senator argued that the central issue was whether federal agencies allowed independent scientific analysis or instead managed the process to reach predetermined conclusions.

“When Congress asked these questions,” Paul said, “the government officials lied to our face. They classified the documents. They suppressed the information. They changed the definitions.”

Paul referenced testimony from former Director of National Intelligence John Ratcliffe, who previously stated the lab leak explanation was the only theory supported by “intelligence, science, and common sense.” According to Paul, CIA analysts repeatedly concluded between 2021 and 2023 that a laboratory leak represented the most likely source of the pandemic.

After being sworn in, Erdman testified that he led investigations into COVID origins while serving in the National Intelligence Director’s Initiatives Group from March 2025 through April 2026.

“I was responsible for leading the DIG’s investigation into COVID origins, anomalous health incidents, and unidentified anomalous phenomena,” Erdman said.

According to Erdman, intelligence officials downplayed evidence supporting a lab-related origin while relying on a narrow group of scientists and advisers with longstanding institutional ties.

“Intentional or not, the IC’s actions resulted in a cover-up, wasted resources, and a failure to properly inform policymakers,” Erdman testified.

He further claimed public health policy decisions would have been substantially different had Americans been informed earlier about the possibility that the virus originated in a Chinese laboratory tied to federally connected research.

“Dr. Fauci’s role in the coverup was intentional,” Erdman told lawmakers. “Dr. Fauci influenced the analytical process and findings by leveraging his position to ensure the IC consulted with a conflicted list of curated subject matter experts, public health officials, and scientists.”

Erdman specifically referenced the influential paper, “The Proximal Origin of SARS-CoV-2”, arguing that several of its authors were part of an interconnected system involving federal grants, intelligence consulting, and biodefense research.

He testified that some scientists involved belonged to the Biological Sciences Experts Group, or BSEG, an advisory body connected to the intelligence community whose members also held positions in academia, public health institutions, and federally funded research organizations.

“The BSEG scientists influenced national laboratory WMD research, policy decisions, finished analysis, and other intelligence matters, creating misaligned incentives and conflicts of interest, as well as counterintelligence issues,” Erdman stated.

According to his testimony, members of the group received support from agencies including NIAID, USAID’s PREDICT initiative, and Cooperative Threat Reduction programs while also collaborating internationally on coronavirus-related studies.

Erdman further alleged that some of the scientists assisted in revising federal definitions of gain-of-function research in 2015 after an earlier funding pause on certain experiments involving dangerous pathogens.

He also referenced Event 201, the pandemic tabletop exercise held in 2019 by Johns Hopkins Center for Health Security in partnership with the World Economic Forum and the Bill & Melinda Gates Foundation. Erdman described the exercise as “curiously similar” to the events that unfolded during the COVID-19 pandemic and noted that participants included Fauci and former Director of National Intelligence Avril Haines.

According to Erdman, the overlap between biodefense programs, intelligence operations, scientific advisory groups, and public health institutions created a system resistant to meaningful oversight.

“Failure to address the United States government’s inability to differentiate between public health and biodefense and the oversight-resistant ecosystem of life science actors has been fertile ground for increasingly dangerous continental United States gain-of-function research,” he testified.

He argued that post-9/11 restructuring blurred distinctions between scientists, military programs, and intelligence operations, resulting in what he described as a “deliberately opaque and excessively redundant biodefense research policy and financial infrastructure.”

A separate Feds For Freedom statement released during the hearing claimed that no meaningful reforms had been implemented despite changes in presidential administrations.

“Even now, under President Trump’s leadership, this weaponization continues,” Feds For Freedom Executive Director Stephanie Weidle said in the statement. “The damage to the American people will not stop until real oversight is imposed and those who broke the law are held accountable. America needs more heroes like Jim Erdman—principled public servants who honor their oath to the Constitution above loyalty to any institution.”
