KINGSTON – An audit of a new Affordable Rental Upgrade Program administered by RUPCO, found it did not comply with the key contract requirements of the $1.5 million program that was designed to provide funds to conduct home repairs.

Deputy Ulster County Comptroller said procedures were not followed, resulting in money not be allocated.

“The funds just weren’t spent at the point that our audit period ended. The contract was signed at the end of 2023 and monies really didn’t get out of the door until around the last few months of the year. So, our audit period ended in October 2025 and we really didn’t see a lot of activity up until that point; it was a $1.5 million total contract that RUPCO had with the county, and through the end of our audit period we really didn’t a lot of activity,” Dinstuhl said.

Since then, the money has been spent as it should, he said.

Both the county planning department and RUPCO accepted the findings and committed to corrective actions, including formal eligibility protocols, improved contractor documentation, and monthly monitoring procedures.

Both agencies said the program activity has accelerated since the audit period ended with over $1 million in funding now committed across more than 37 units.
