An Iranian opposition coalition announced a proposal to transform Iran into a democratic republic as U.S. and Israeli strikes continued against targets inside the country, signaling renewed political pressure on Tehran’s ruling establishment.

According to a Fox News report, The provisional government of the National Council of Resistance of Iran (NCRI), an Iranian dissident organization, said Saturday it seeks to replace clerical rule with a democratic system guided by a previously released reform framework.

The plan, first introduced in June 2020 by NCRI president-elect Maryam Rajavi, outlines 10 steps aimed at restructuring Iran’s political, legal and economic institutions.

The first step calls for rejecting clerical governance and establishing a republic based on “universal suffrage and pluralism.” The second proposes broad civil liberties, including freedom of speech, political parties, assembly, press and internet access, while disbanding entities such as the Islamic Revolutionary Guard Corps (IRGC), the Quds Force, the Basij militia, the Ministry of Intelligence and other security institutions.

Rajavi’s third step pledges adherence to the Universal Declaration of Human Rights, including abolishing censorship bodies, prohibiting torture, ending the death penalty and seeking justice for political prisoners. The fourth calls for separating religion and state and guaranteeing freedom of religion.

The fifth provision focuses on gender equality, including equal participation of women in political leadership, eliminating discrimination, ending mandatory modesty laws and expanding access to education, employment and legal protections.

Under the sixth point, the NCRI proposes an independent judicial system aligned with international standards, including presumption of innocence, public trials, right to counsel and appellate review. It also calls for abolishing Sharia-based courts and closing Islamic Revolutionary Courts.

The seventh step addresses ethnic and national minority rights, including autonomy provisions for Iranian Kurdistan. The eighth promotes equal opportunity in employment and entrepreneurship within a free market framework and restoration of labor rights for workers, farmers, teachers and retirees.

Environmental restoration forms the ninth element, citing damage under the current government. The final step calls for a non-nuclear Iran free of weapons of mass destruction and committed to regional and international cooperation.

The announcement coincided with a separate statement from Reza Pahlavi, the former crown prince of Iran, who described the joint U.S.-Israel strikes as promised “aid” and characterized them as a “humanitarian intervention” by President Donald Trump.

Following reported nationwide strikes, Pahlavi urged Iranian citizens to withdraw support from the ruling establishment and encouraged the United States to “exercise the utmost caution” to protect civilian lives.

“Moments of destiny lie ahead of us,” Pahlavi wrote in a statement. “… Even with the arrival of this aid, the final victory will still be forged by our hands. It is we, the people of Iran, who will finish the job in this final battle. The time to return to the streets is near.”

He addressed members of Iran’s military, police and security forces, saying: “You have sworn an oath to protect Iran and the Iranian people — not the Islamic Republic and its leaders. Your duty is to defend the people, not a regime that has taken our homeland hostage through repression and crime. Join the people and help bring about a stable and secure transition. Otherwise, you will go down with Khamenei’s sinking ship and his regime.”

Pahlavi urged citizens to remain indoors and vigilant, saying they should be prepared to mobilize when he announces an “appropriate time.”

“We are very close to final victory,” he wrote. “I want to be by your side as soon as possible so that together we can take back and rebuild Iran.”

The opposition statements come amid escalating military exchanges between Iran and regional adversaries, adding political uncertainty to an already volatile security situation.
