WASHINGTONVILLE – The Village of Washingtonville pushed back at the State Comptroller’s Office on Tuesday after it issued a critical report of the municipality’s $7.4 million 2026-27 budget.
The Comptroller’s Office noted that the municipality lacks complete, accurate and current accounting and financial records and Washingtonville leadership fully implemented only one of the seven recommendations from its January 2025 budget review letter. In addition, the state noted that adding that certain significant revenue and expenditure projections in the proposed budget appear unreasonable.
Washingtonville Mayor Tom DeVinko did not immediately return a message seeking comment for this story on Tuesday night. A spokesperson for the Comptroller’s Office said: “We have no further comment; the review speaks for itself.”
The Village of Washingtonville stated on its website that the “OSC budget review is a broad overview of the operations, adding “their review does not include a thorough examination of the Village’s financial records.”
The Comptroller’s Office maintained that Village officials have not maintained up to date budget to actual reports. Washingtonville’s report countered: “The Village does maintain up to date budget reports and the reports were provided to OSC during their budget review. The Board and departments heads monitor the budget regularly to make sure the funds are available.”
Other criticisms from Thomas DiNapoli’s staff included there could be a shortfall in 2026-27 mortgage tax and that Village officials were unable to reasonably estimate personal service costs.
Once again, Washingtonville leadership wasn’t having that.
“For fiscal year 2024-2025 the Village received $194,089 in mortgage tax revenue and in fiscal year 2025-2026 the Village received $184,237. The Village’s estimate of $160,00 for 2026/2027 is reasonable,” Washingtonville countered, adding that its estimates for personal service costs are on point.
The Comptroller’s Office has requested that Washingtonville submit an adopted budget for review. The plan will be reviewed, and DiNapoli’s Office will make recommendations, as deemed appropriate.
Recommendations, if any, are made after the examination of the Village’s estimates of revenues and expenditures. The Village Board, no later than five days prior to the adoption of the budget, must review all recommendations made by the State Comptroller and must adjust its tentative budget consistent with those recommendations contained in its report.
