NEW YORK – The State Attorney General’s Office of Special Investigation has begun an investigation into the death of a 61-year-old Peekskill man who was killed in a wrong-way Taconic State Parkway accident with an off-duty NYPD sergeant from Warwick.

The incident occurred at about 11:40 p.m. on January 22 in Mount Pleasant.

The victim, Manuel Boitel, was transported to a local hospital where he died shortly after midnight on Friday, January 23.

Police said Sergeant Tiffany Howell, 47, was traveling southbound in the northbound lanes when she struck the vehicle driven by Boitel head-on.

State law requires that every incident where a police or peace officer, including a corrections officer, may have caused the death of a person, either on- or off-duty, must be investigated by the attorney general’s office.
