Member countries of Trump’s Gaza Board are required to contribute $1 billion toward the reconstruction of Gaza.
The announcement follows Israeli Prime Minister Benjamin Netanyahu’s objections to the inclusion of Qatar and Turkey in Trump’s Gaza Board of Peace. According to the White House, temporary memberships will not exempt nations from these financial obligations.
On Saturday, Netanyahu’s office released a statement indicating that the prime minister had directed his top diplomat to convey the Israeli government’s concerns to the Trump administration regarding the newly established “Board of Peace,” which is tasked with administering the Gaza Strip.
President Trump’s Statement about Ending Gaza War
President Trump has announced the formation of the National Committee for the Administration of Gaza (NCAG), describing it as a critical advancement in implementing “Phase Two” of his Comprehensive Plan to End the Gaza Conflict—a 20-point roadmap aimed at achieving lasting peace, stability, reconstruction, and prosperity in the region.
The NCAG will be led by Dr. Ali Sha’ath, a highly regarded technocratic leader responsible for restoring essential public services, rebuilding civil institutions, and stabilizing daily life in Gaza, while establishing the groundwork for sustainable self-governance. Dr. Sha’ath possesses extensive expertise in public administration, economic development, and international relations, and is recognized for his pragmatic approach and deep understanding of Gaza’s institutional challenges.
This development aligns with United Nations Security Council Resolution 2803 (2025), which endorsed President Trump’s Comprehensive Plan and supported the creation of the Board of Peace. The Board will play a pivotal role in executing all 20 points of the plan, offering strategic oversight, mobilizing international resources, and ensuring accountability as Gaza shifts from conflict to peace and development.
To implement the Board of Peace’s vision—under the chairmanship of President Donald J. Trump—a founding Executive Board has been established, comprising leaders with expertise in diplomacy, development, infrastructure, and economic strategy. The appointed members include:
- Secretary Marco Rubio
- Steve Witkoff
- Jared Kushner
- Sir Tony Blair
- Marc Rowan
- Ajay Banga
- Robert Gabriel
Each Executive Board member will manage a specific portfolio essential to Gaza’s stabilization and long-term success, encompassing areas such as governance capacity-building, regional relations, reconstruction, investment attraction, large-scale funding, and capital mobilization.
In support of this framework, Chairman Trump has appointed Aryeh Lightstone and Josh Gruenbaum as senior advisors to the Board of Peace. They will handle day-to-day strategy and operations, translating the Board’s mandate and diplomatic priorities into effective execution.
H.E. Nickolay Mladenov, an Executive Board member, will serve as the High Representative for Gaza. In this role, he will function as the on-the-ground liaison between the Board of Peace and the NCAG, overseeing all facets of Gaza’s governance, reconstruction, and development while coordinating civilian and security efforts.
To ensure security, maintain peace, and foster a durable environment free from terrorism, Major General Jasper Jeffers has been appointed Commander of the International Stabilization Force (ISF). He will direct security operations, facilitate comprehensive demilitarization, and secure the delivery of humanitarian aid and reconstruction materials.
Complementing the Office of the High Representative and the NCAG, a Gaza Executive Board is being formed to bolster effective governance and the provision of high-quality services that promote peace, stability, and prosperity for Gaza’s residents. The appointed members are:
- Steve Witkoff
- Jared Kushner
- Minister Hakan Fidan
- Ali Al-Thawadi
- General Hassan Rashad
- Sir Tony Blair
- Marc Rowan
- Minister Reem Al-Hashimy
- Nickolay Mladenov
- Yakir Gabay
- Sigrid Kaag
The United States remains steadfast in its commitment to this transitional structure, collaborating closely with Israel, key Arab nations, and the international community to realize the goals of the Comprehensive Plan. President Trump urges all parties to fully cooperate with the NCAG, the Board of Peace, and the International Stabilization Force to facilitate the rapid and successful execution of the plan.
Additional members of the Executive Board and Gaza Executive Board will be announced in the coming weeks.
