ALBANY – Senator James Skoufis (D, Cornwall) and Assemblywoman Lupardo (D, Binghamton) announced their bill to establish an alcohol brand owner’s license was signed into law.
This legislation brings one facet of the state’s alcohol production in line with much of the rest of the country, allowing alcohol brands to arrange with a manufacturer for the production of labeling and packaging. The bill goes into effect immediately.
“The passage of this law rectifies the disadvantage New York brand owners have faced and creates new opportunities for both small brands looking for production and large-scale operations open to new income streams,” said Senator Skoufis. “Our legislation encourages economic growth within the alcohol and beverage industry, will benefit New York’s farms, and will foster a more straightforward regulatory environment within New York. I thank the Governor for signing this important bill, my legislative partner, Assemblywoman Lupardo, and the many dedicated advocates and supporters who helped get this bill over the finish line.”
The legislation removes barriers and clears up a long-standing technical issue in state alcohol law that has prevented entrepreneurial businesses from partnering with NY-based manufacturers to create and grow brands like they can in other states. Skoufis said that, by recognizing Brand Owners and enabling partnerships with manufacturers, a real opportunity is unlocked for the state’s craft beverage and agriculture economy, driving innovation, attracting investment, and keeping production, farm inputs, and jobs rooted in the state.
