In one especially memorable congressional hearing, the then-secretary offered a rambling, and at times contradictory, explanation for the spending, initially saying the furniture was necessary in part for "security" reasons, before ultimately blaming his wife.

Around the same time, then-Environmental Protection Agency Administrator Scott Pruitt also spent more than $43,000 to install a soundproof phone booth in his office for reasons that never made any sense.
