The plan focuses on reducing dependency on the U.S. by fortifying Ontario's industrial base, slashing government red tape, expanding nuclear energy, and investing heavily in STEM education and infrastructure to ensure provincial autonomy and competitiveness.
Next month will mark two years since President Trump was re-elected.
It's been two years of crisis, chaos from the White House,
ripped up trade deals, tariffs,
threats of annexation, and economic force.
Through it all, there's been a growing realization.
Canada's relationship with the United States has changed permanently.
We can no longer depend on what has been the most durable,
prosperous, and secure economic partnership the world has ever known.
We need to be prepared for the long haul.
We need to plan as if tariffs are here for good.
We need to ensure that Canada's future
is in Canadian hands now and always.
You know, when I was looking at the sponsorships, and I thought, wow.
And a lot of people would say, you know,
this is a room of a lot of powerful people.
I disagree.
This is a room with people with massive responsibility
and even our government.
But I always say when you surround yourself with really smart,
bright people, you can do powerful things.
and that's exactly what we're going to do in this room moving forward
as we fight the guy down south.
So my team said, no matter what, do not get off the speech.
Well, there you went. I just went off the speech.
And I promised him I'd stick on the speech.
And it's great to be back here today with my great team of ministers.
I see Minister Thompson there. Thank you.
Minister Beth and Fauldy, you know we are so fortunate
to have the greatest finance minister
prudent fiscal manager this province has ever seen
and thank you for your leadership and i'm
going to get into everyone else's portfolio
as i go through Minister Canjun and McCarthy and Smith
and Letcher Energizer Bunny i'll talk about in a little bit uh Dunlop
and as i mentioned Thompson
and Tangri and PA Friend and all the other elected officials here today
because i always say you know
we can't do it without all three levels of government
and we're here today for our annual
state of the province as well as my good friend former premier
of Newfoundland Labrador uh Andrew
Furey we're still good pals you know Andrew
as you know i think i went through 39 i think Quebec was
40 premiers and sometimes you lose contact with the other premiers
but with Andrew we've never
lost contact he was a strong ally
when he was around the table and he continues to be a strong
ally so Andrew I can't wait to sit down
and talk about the future of our province and the future
of our country and how the great men
and women are going to help continue to build Ontario. Next
month will mark two years since President Trump was re-elected.
It's been two years of crisis,
chaos from the White House, ripped up trade deals,
tariffs, threats of annexation,
and economic force. Through it all, there's been a growing realization.
Canada's relationship with
the United States has changed permanently.
We can no longer depend on what has been the most durable,
prosperous and secure economic partnership the world has ever known.
We need to be prepared
for the long haul. We need to plan as if tariffs are here for good.
We need to ensure that Canada's
future is in Canadian hands now and always.
That's why last year we brought our plan to
protect Ontario to the people of this province
with a promise that we would protect workers
and families and a clear goal to make Ontario
the most competitive place in
the G7 to invest, do business
and create jobs our plan to protect Ontario is
fortifying our industrial base including our auto steel
and manufacturing sectors
to build and unleash growth ready sectors
of the future critical minerals
nuclear data centers artificial intelligence
defense industries advanced manufacturing
life sciences and agri-food
and food processing we've put our plan into action and we're seeing
the results take mining as one example
and i have to call out Minister Lecce he's doing an
incredible job in mining and energy
and we're going to get to energy in a minute ontario is
blessed with a massive supply of critical minerals needed
to make everything from the cell phone in
your pocket to the latest and cutting-edge defense equipment
and the MRI machines that may end up
saving your life. The critical mineral deposits
in the Ring of Fire region alone will add 22 billion
dollars to Ontario's economy
and create 70,000 jobs in every part of the province from northern
mines to factory floors.
And the best part is, President Trump can't do a thing about it.
It's up to us, and only us.
As long as we get out of the way, meaning government getting out of the
way, and get building. That's what our government is doing.
Last year, Ontario signed a historic
partnership agreement with the federal government
to achieve one project, one process, one decision,
ending unnecessary and costly duplication
and cutting approval timelines in half.
As a result, we broke ground on an all-season roads
to the Ring of Fire this summer
with construction on track
to finish five years ahead of schedule.
And we were up there, Minister Lecce, myself,
and the Minister of Transportation, Pramit Sarkaria.
It was incredible.
The same relentless approach to cutting red tape
and speeding up approvals has taken Ontario
from 20th most attractive place for mining investment in 2018
to second in the world and first in Canada last year.
But we're not content with second place.
As I told the governor of Nevada, we're coming after you.
You don't have as many critical minerals,
but we're going to take the number one spot by next year.
we aren't just focused on mining across
the entire provincial government we're working to speed up
all approvals to create the most competitive business environment
in the G7 we're attacking
every single business facing permit
in the government to see if it's necessary and how
it can be streamlined and I believe my minister Andrea Kajan red tape
and reduction is here she
has done an absolutely incredible job
and I'm going to explain that with her leadership we
reviewed process now nearly 60 percent complete
in less than a year we're cutting the time the
province spends processing permits are you ready
for this number by nearly 220,000 days not hours
220,000 days and this is on top of the 1.8 million hours
and the 12 billion dollars we're saving
families and businesses every year by slashing taxes
and red tape we've also fundamentally
reformed the province's species at risk rules
and I believe minister Todd McCarthy is here you're
doing an incredible job and we're
also consolidating conservation authorities to bring consistency
and common sense. We've eliminated the backlog
of heritage assessments with more action coming
this legislative session to reduce timelines
from years to days after decades of government
after government adding red tape.
This is the tough hard work that government needs to do
in order to create jobs
and give businesses the confidence they need to invest. But that's not
all we're doing. Our plan to protect Ontario is ambitious.
If Ontario wants to attract
the industries of the future,
if Ontario wants to create the jobs of the future in defense,
in advanced manufacturing, in agriculture,
in artificial intelligence, we need the power
that will fuel our economic growth.
It's why we're building the largest nuclear expansion
in the western world
and securing Ontario's place as a global energy superpower we're
upgrading and expanding existing plants at Darlington Bruce
and Pickering and we're
building the first small modular reactor in the G7
and the first new large-scale nuclear
power plants in generations together
our government's nuclear build-out will add 150,000 jobs and
this is the next stat I love, and add $800 billion to our GDP.
As it powers the industries and jobs
of tomorrow, our plan to protect Ontario will also need workers,
a lot of them. To make sure
our economy has the skilled workforce it needs,
we're investing more than $2.5 billion in skills
training and development to train 1 million people.
We're already at 750,000, but we will hit
million mark and we're investing
another 1.7 billion dollars to train an
additional 70,000 students for good-paying jobs high priority fields
like STEM healthcare in the trades including 1,100 AI master graduates
every single year overall Ontario's workforce
and work class force will add
more than 125,000 graduates in STEM
and artificial intelligence every year folks
when I talk to our partners in the US around
the world when I throw that
figure of we're graduating 125,000 STEM
graduates every single year they're
dumbfounded they can't believe it
so we have still the greatest universities
greatest colleges anywhere in the world
our plan to protect Ontario is also
improving the services families rely
on from health care to education that includes a 3.4
billion dollar primary care action plan uh led by Dr. Phil Pott
and Sylvia Jones which i have to tell
you uh minister jones is doing
an incredible job i always say tell them what we're doing because
we're we went from 50 billion to 101 billion in health care
and we're improving it right across
the whole sector which has already connected more than
a half a million people to family doctors or
primary care providers and is on track to connect everyone
in the province by 2029. This is our plan
to protect Ontario in action.
It's a strong United Ontario, the economic engine of a strong United
Canada. It's a province that rewards people who work hard.
It's a province that has the economic
strength to support world-class services
and world-class infrastructure folks we're spending
over 236 billion dollars
on infrastructure we're building highways we're building roads we're
building tunnels we're building schools right across
our great province and we're going to
continue to build and we'll never stop building
and i know that puts a smile on my friend uh
Joe Mancinelli from LiUNA, get those folks ready to go, which you have.
You're training them, Joe.
We appreciate your leadership when it comes to the skilled trades.
It's a province that captures the attention and imagination
of entrepreneurs and investors here at home and around the world
as the best place to invest, create jobs, and do business.
Make no mistake, Ontario and Canada are being challenged right now.
In every corner of this province,
workers and businesses are feeling the impact
of President Trump's attacks on our country and our province.
But we have everything we need right here to stand up,
fight back, and unlock our province's full potential.
As the legislature returns in the coming weeks,
we will deliver the next phase of our plan
to protect Ontario through an ambitious legislative agenda.
It's an agenda that will continue supporting tariff-impacted workers
and businesses as we fortify Ontario's industrial base.
And it's an agenda that is at all times looking forward.
I always say keep going forward, don't look backwards,
keep moving that ball down the field a yard at a time.
Ambitious in its vision to unleash growth-ready sectors and focused
on doing what's necessary to protect Ontario for future generations.
That's our plan to protect Ontario in action,
and we will continue getting it done for you,
for your families, for workers, for everyone.
I want to thank you, and may God bless the people of Ontario.
Thank you so much.
