The State Election Board voted 3–2 on Sept. 28 to press Brad Raffensperger to install the certified Dominion/Liberty software update before advance voting on Oct. 13. The resolution cites unpatched security issues and the DVSorder flaw, which critics say can link a voter to how they voted. Cleta Mitchell says the patch is ready and that a statewide update was done in secret in late October 2020.

The board wants forensic images of election-management servers and ICC scanner drives before any update, then copies after, available to the board, DHS, and DOJ. Mitchell says that is the only way to know what the system looked like before the code changed.

Georgia’s ballot-marking devices print a human-readable summary, but tabulators count a QR code. A Sept. 2 DHS letter to Attorney General Todd Blanche flagged QR tabulation as a possible Help America Vote Act problem. Mills’s later letters asked DOJ to bar QR counting and set a six-month deadline. Board Chair John Fervier says those letters went past the vote. Raffensperger’s office calls an eleventh-hour statewide update chaos and notes lawmakers never funded the personnel cost.

Mitchell also flags states that refuse unredacted rolls to DOJ while sharing voter and driver data with ERIC, which she says collides with the Driver’s Privacy Protection Act.
Question for the audience: With advance voting days away, should Georgia freeze the machines and image the servers first, or run November on the current software?
