Carrier pigeons were widely used in the 19th and early 20th centuries as reliable communication systems, particularly in wartime conditions such as the Franco-Prussian War, where thousands of microfilmed messages were transported into besieged Paris. Alongside this, early experiments in aerial photography from balloons and kites established the technical foundations for imaging from above. By the late 19th century, these two strands began to converge, with initial attempts to combine photography and pigeon post, including experiments in sending photographic negatives by pigeon after balloon flights.

The most significant development came in the early 20th century with Julius Neubronner, who devised a method of equipping carrier pigeons with lightweight, chest-mounted cameras. Using specially designed harnesses and miniature cameras with timed pneumatic shutters, his pigeons could capture aerial photographs during their return flights from distances of up to 100 kilometres. The images, typically taken at low altitudes, provided detailed perspectives not achievable with balloons or early aircraft. Neubronner patented the system in 1908 after demonstrating its practicality with successful photographic results.

In later use, pigeon photography appeared intermittently in military and experimental contexts. During the Second World War, variations of the camera system were tested, and in the Cold War the CIA developed a battery-powered pigeon camera, though with limited success. Further refinements by inventors such as Christian Adrian Michel, along with later artistic and experimental applications, extended the concept into modern imaging practices.
