Robert McCall is a retired black ops government operative with a past he keeps almost entirely He lives in Boston, works as a driver, and uses his extraordinary skills to quietly help people who have nowhere else to turn. He does not advertise what he can do, he just pays attention and acts when he sees something that needs correcting. His closest connection to the intelligence world he left behind is Susan Plummer, a former DIA colleague and one of the few people who knows who he really is and what he is capable of. McCall travels to Istanbul, disguised as a bearded, turpish man, to retrieve a nine-year-old girl who has been kidnapped by her father during a custody dispute and taken out of the country. He returns her to her mother in Boston, who owns a bookstore McCall visits regularly. He brings the girl home without making anything of it. Back in Boston, Susan helps him gather information on behalf of Sam Rubenstein, an elderly Holocaust survivor who has spent years trying to trace a painting of his long-dead sister. McCall also notices that his apartment building's courtyard has been vandalized. A troubled teenage resident named Miles Whitaker, artistically gifted and on a path that is starting to close down around him, offers to paint a mural on the damaged walls. He also helps a young female passenger, who shows signs of having been drugged and assaulted. He drives her to the hospital, then goes back and finds the men responsible. Susan and Dave York, a DIA officer who served alongside McCall years ago as his operational partner, are called to Brussels to investigate what appears to be a murder-suicide involving an agency affiliate and his wife. During the trip, Susan is attacked in her hotel room and killed. The official read is robbery gone wrong. McCall looks at how it was done and knows immediately that this is wrong. The killing was clean, professional and precisely executed. Susan was targeted. The murder-suicide in Brussels was staged. McCall tells Dave what he has found and what he knows. Shortly after, an assassin posing as a fare tries to kill McCall in his own car. McCall kills him instead and takes his phone. Dave's number is in the call history. He drives to Dave's home and confronts him face to face, giving him the chance to explain before McCall decides what to do about it. Dave tells him everything. McCall's death was faked years ago. It was a cover to exit the intelligence world, and after that, their black ops unit was quietly shut down by the government. Dave and the rest of the team – Kovac, Ari, and Resnick – lost their institutional backing and their legitimate work. They became contract killers, taking jobs for whoever paid. Dave admits he ordered Susan killed because she was digging into the Brussels killings and was getting close to identifying him as the person behind them. He killed her before she could finish the investigation. McCall leaves Dave's house and faces the rest of the team waiting outside. He tells them plainly that he is going to kill all of them to avenge Susan. Then he walks away. Dave and Kovac break into McCall's apartment while Miles is there painting the mural. McCall has cameras running in the apartment and watches through his phone. He talks Miles through hiding in a concealed safe room while he calls Dave to draw him away from the apartment. When Miles comes out of hiding, Dave and Kovac capture him. Now they have leverage. Dave figures out where McCall has gone – his old hometown on the coast, an evacuated community sitting in the path of a hurricane. McCall knows the town and knows how to use it. Dave positions himself on a watchtower while Kovac, Ari, and Resnick spread out through the streets in hurricane-force winds. McCall works through them one at a time. He takes Kovac with a harpoon fired from a speargun. He puts two knives into Ari. He leads Resnick into his late wife's old bakery and engineers a flower explosion triggered by Resnick's own stun grenade. Three down. Dave and Miles are left. Dave reveals that Miles is tied up in the trunk of his car. He fires shots from the watchtower to draw McCall out before Dave's last shot can connect. Dave is knocked sideways by the wind. He shouts at McCall about failing to save Susan, about McCall throwing everything away for a teenager he barely knows. McCall reaches the tower. They fight in the storm, and McCall finishes it the way Dave finished Susan – a knife in the abdomen, deliberate and personal. He slashes the back of Dave's neck and puts him into the sea. He retrieves Miles from the trunk. The two of them go into McCall's old house, bind their wounds, and wait for the hurricane to pass. Back in Boston, the information Susan gathered on Sam Rubenstein before her death proves enough to find what Sam has been looking for. McCall reunites Sam with his long-lost sister.
