PD: Children found neglected in Peoria

Jose Ayala and Jennifer Carrillo have been arrested and charged with child abuse after their two daughters, aged 9 and 12, were found malnourished and tortured in their Peoria apartment. The abuse came to light after the 9-year-old jumped from a balcony to escape extreme heat. Both children are now in foster care and showing signs of recovery.
