Runner recalls encounter with man in creepy mask: 'He's like wanna race me'

Philadelphia police say tips are pouring in, bringing them one step closer to identifying a male who is accused of wearing a Chucky-style mask and terrorizing people across Center City.

They believe he is between 16 and 20 years old.

Luanda Marinho, who lives in Center City, said she and a friend came face to face with the masked individual before their morning run on August 12.
