Plano puts venue tax for Stars arena project on Nov. ballot

The Plano City Council has unanimously approved a special election for November to determine if voters support a new venue tax to fund a Dallas Stars arena and entertainment district. The proposed $1 billion project would be located at the Willow Bend Mall site, with the city contributing $700 million.
