Charlie Chaplin plays an exhausted janitor working at a strict boarding house owned by Phyllis Allen. While she relaxes with her newspaper, Charlie sweeps the halls and is repeatedly ordered back to work whenever he tries to rest.

Outside, two boarders, Leo White and his bulky partner Benny, are unable to pay their overdue rent. They decide to rob the boarding house and persuade the confused Charlie to help them. Charlie does not fully understand what they are planning.

The owner sends her husband, played by Tom Wilson, downstairs to bring Charlie back inside. While he scolds Charlie near the shack, Benny sneaks behind him and knocks him unconscious. The crooks drag him away, but he eventually recovers and telephones the police, reporting that he has been attacked and that the boarding house is being robbed.

Believing the house is empty, Leo, Benny and Charlie enter and search the furniture. Charlie gradually realizes that Leo and Benny are stealing valuables. When the crooks refuse to give him a share, Charlie angrily kicks Benny.

A wild fight breaks out inside the boarding house. Benny slaps Charlie, but Charlie kicks him into Leo, sending both crooks crashing against the stairs. Leo is knocked unconscious, while Benny recovers and traps Charlie in a tight hold.

The husband then arrives with two police officers. They discover the stolen bags, Leo lying unconscious and Benny holding Charlie. None of the crooks explain what happened. Charlie desperately points toward the stolen property and struggles to show that Benny and Leo are responsible.

Seeing the stolen valuables and the two crooks caught at the scene, the officers arrest Leo and Benny. The property is recovered and returned to the boarding house.
