2 Milwaukee 911 operators on leave after delayed response to home invasion attack

Two City of Milwaukee 911 call takers are on leave following a delayed response to a brutal attack on a 99-year-old woman. Despite two calls from a third-party service and graphic audio evidence of an assault, help did not arrive until the victim called herself two and a half hours later. The city is now investigating why the emergency was not escalated.
