Russian dictator Vladimir Putin is facing mounting pressure over the war he unleashed in Ukraine. This pressure is harder to contain than it was in the early years of the full-scale invasion.
As Bloomberg reports, one reason is that the conflict is no longer confined to the front lines. Ukraine's expanded campaign, using drones and missiles, is penetrating deep into Russia's rear, disrupting oil refining, fuel supplies, and civilian life far from the battlefield.
In particular, this year, Ukraine has significantly increased the range and intensity of its drone and missile strikes on Russian territory, including in Moscow. According to a Bloomberg analysis of regional government statements, more than half of Russia's regions, accounting for over 70% of the country's population, have declared air raid alerts at least once in 2026. The change reflects Ukraine's growing long-range strike capabilities and the vast number of drones it can now launch to overcome sophisticated Russian air defense systems.
Russian military commanders have acknowledged that defending against Ukrainian attacks is becoming increasingly difficult. At the same time, Kyiv has escalated its attacks on Russia's fuel industry to an unprecedented level. Strikes are being carried out repeatedly against individual facilities to inflict maximum damage and prevent rapid repairs.
According to estimates from the Paris-based International Energy Agency, crude oil refining capacity at Russian refineries fell to 3.8 million barrels per day in June, down from 5.4 million in the same month in 2025. Fuel shortages are currently raging across the country, with rationing and supply disruptions in most Russian regions leading to soaring gasoline prices and forcing drivers to wait in line for hours at gas stations, while the black market for fuel is growing. Rising fuel prices, which have sparked protests in Russia in the past, have become a sensitive issue for the Kremlin ahead of parliamentary elections in September. This year, the Russian economy has come to a near standstill, prompting Putin to demand explanations and measures from officials to address the situation. While military production continues to expand, most civilian industries are cutting back on production and investment.
Journalists have concluded that as long as Putin continues the war, there are few signs of relief. Enormous government spending on military needs is forcing the Bank of Russia to offset inflationary pressure with high interest rates.
Despite the depressed state of the economy, wages, and with them consumer demand, continue to rise as the diversion of resources to the defense sector maintains an acute labor shortage, leaving little room for easing fiscal policy. Russia continues to claim that its troops are making progress in eastern Ukraine, a claim Kyiv denies. Meanwhile, as the war drags on, the economic, military, and political costs continue to mount, making Putin increasingly vulnerable. According to a VTsIOM poll, Putin's trust rating among Russians fell by 4.4 percentage points to 72.3% in the two weeks leading up to July 10. In April, Putin's rating fell to 71%—the lowest since the war—and then rose again after VTsIOM changed its methodology.
The president's approval rating fell 5 percentage points to 74% in a June poll by the independent Moscow-based Levada Center, while the share of Russians who believed the country was moving in the right direction fell from 61% to 52%. Both ratings were also the lowest since the start of the war. The report states: "This change reflects growing frustration among Russians with the impact of Ukrainian drone and missile attacks on daily life, as well as disruptions caused by mobile internet restrictions and frequent security shutdowns."
