A Russian general spoke about Russia's failures; great chaos in Putin's army

A high-ranking Russian military official admitted that the Kremlin is significantly exaggerating the situation on the front. Analysts believe Moscow is deliberately creating the impression of massive military successes in an attempt to support a strategy of attrition and convince Ukraine and its allies to accept Vladimir Putin's terms.

This is stated in a report by the Institute for the Study of War. The impetus for these conclusions was an interview with a Russian general published by journalist Dmitry Kolezev. The officer's name was not disclosed, but he is said to be continuing his active military service. During the interview, the general revealed that senior military leadership regularly reports to Vladimir Putin about the supposedly real possibility of completely capturing Donbas by the end of 2026.

ISW notes that these statements are consistent with previously published information by Reuters. At that time, sources close to the Kremlin claimed that the Russian president was confident of soon establishing control over Donbas and, for this reason, was not considering a ceasefire or negotiations based on the current frontline.

The general himself, however, called such plans unrealistic. He stated that to achieve this goal, the Russian army would have to recruit 55,000 to 60,000 new troops monthly to compensate for losses and simultaneously continue offensive operations. However, the general noted that due to personnel shortages and declining recruitment rates, such a task is virtually impossible to achieve. The military man also stated that Putin's strategy remains based on the belief that Russia can win a protracted war if it maintains the initiative on the front lines and continues a slow offensive. The Kremlin hopes that this approach will eventually weaken Ukraine's defensive capabilities and lead to a decline in Western support for Kyiv.

According to the general, the Russian leadership is also hoping for an internal political crisis to arise in Ukraine. Furthermore, Moscow is deliberately spreading reports of supposedly major territorial gains, including claims of the capture of Kostyantynivka and Kupyansk, hoping to influence the US position and persuade Ukraine to comply with the Kremlin's demands, including the withdrawal of Ukrainian troops from Donbas.

The source also noted that establishing full control over Donbas remains Russia's top military priority. To address the personnel shortage, the authorities are considering various options for replenishing the army, including a new mobilization—both overt and covert.

According to the general, recent statements by Kremlin press secretary Dmitry Peskov that the so-called "special military operation" has effectively turned into a "real war" could be part of Russian society's preparation for a possible declaration of mobilization.

ISW analysts point out that back in November 2025, Vladimir Putin signed a law allowing reservists to be deployed to combat zones without an official declaration of general mobilization. Experts estimate that this mechanism could be used to covertly expand troop levels.

The report also notes that the decision to conduct a full mobilization rests solely with Putin. However, such a move is considered extremely politically sensitive, as such measures remain unpopular among the Russian population and could impact the country's internal stability. ISW experts believe the Russian general's words confirm their previous conclusions: the Kremlin's perceptions of the actual state of affairs on the front diverge significantly from reality. Putin will likely be forced to choose between continuing a protracted war, which poses risks to the regime's stability, and transitioning to peace negotiations, for which Moscow has so far shown no interest.

As a reminder, Kremlin Press Secretary Dmitry Peskov, commenting on Western military aid to Ukraine, previously stated that Russia was allegedly engaged in a confrontation not only with Ukraine but also with the United States and European countries. For this reason, Moscow is increasingly calling the ongoing events not a "special military operation" but a full-scale war.

Despite regular statements about their readiness for a peaceful settlement, Russian authorities simultaneously continue to claim that they have sufficient resources to continue military operations.
