This is Hengzhou, also known as Heng County, a region under Nanning, the capital city of Guangxi province.

As seen in the videos, the reservoir dam has broken, and floodwaters are surging downstream through residential areas.

Some houses are submerged up to the rooftops, and some residents who haven't evacuated have climbed onto rooftops for safety. The floodwaters passed through downstream towns, overturning vehicles and sweeping them away; the water level reached the first floor.
