Residents press city for action as Federal Hill quality-of-life issues persist

Federal Hill has long been considered one of Baltimore's most desirable neighborhoods, but some residents say persistent quality-of-life issues are driving people away and leaving them frustrated with the city's response.

For months, Federal Hill resident Peter Coolbaugh has been documenting concerns ranging from overflowing trash and graffiti to rodent infestations, homeless encampments, open-air drug use, package theft and parking enforcement.

"There's backup of waste. There are certain alleys that are not touched. There's an increase in rodents. There's definitely an increase of graffiti on private residences as well as businesses," Coolbaugh said.
