港国安通缉的「议员」张信燕 获发难民证仍在泰国被捕 面临遣返中国危机
被香港警方通缉丶拥有联合国驻曼谷难民专员公署签发证件的张信燕,5月7日被泰国警方以逾期滞留及无证工作为名扣押,5月8日在法庭提堂,以便遣返中国。她所属的民间组织「香港议会」发表声明,指这是中共政权对异见人士实施跨国镇压的另一「恶劣例证」,予以强烈谴责和抗议,促泰国拒绝遣返张信燕回中国大陆。该会「议长」忧虑,张一旦被遣返,会有人身安全问题。

张信燕是法轮功学员,去年7月因当选为「香港议会议员」而被港府指为涉嫌干犯《港区国安法》下的「颠覆国家政权罪」,与其馀18人一同被悬红通缉,并於8月刊宪为「指明危害国家安全罪行的潜逃者」;而由流亡海外人士组成的香港议会,亦因此被港府视为非法组织。

张信燕现被羁押在泰国皇家口警察移民局的调查科,泰国执法人员虽然未有把张信燕的拘捕行动与「香港议会」拉上关系,但该会认为,泰国政府是因为张的「议员」身份以及是法轮功学员而面对遣返危机。 张信燕早年已因法轮功身份而在泰国申请续期中国签证时被注销中国护照,其後於去年7月初获得在曼谷的联合国难民专员公署发出难民证,一直生活正常,但在港府发出通缉令後,张信燕便收到自已可能会被捕的「风声」,於是东躲西藏,直至昨日被逾十名执法人员拘捕,故此相信是中共向泰国政府施压,要求把张信燕遣返大陆处理。

现年55岁的张信燕,拥有香港身份证和中国护照,被中国驻泰国大使馆注销护照後,张信燕向难民公署申请难民资格,获公署发证,有效期两年,至明年1月2日期满。为何联合国难民证持有人会被遣返?另外一般获发难民证者会附有工作许可证,以便申请者维持生计,不知张为何被指无证工作。

该会认为,这是中共对张信燕的政治迫害,加上她身兼法轮功等身份,一旦被遣返,「难听啲讲,命都无」。该会正联络当地的联合国难民专员公署丶人权律师介入,争取让她不被遣返;另外又会致函英美领袖,争取支持。🌷
On May 16, an interview was conducted with Ms. Lhamo Wong, a supporter of Zhang Xinyan in New South Wales. Global support for Zhang Xinyan was voiced at a rally held in Sydney and New South Wales.

Zhang Xinyan, a "legislator" wanted by Hong Kong national security authorities, was issued a refugee certificate but remains arrested in Thailand, facing deportation to China.

Zhang Xinyan, wanted by Hong Kong police and possessing documents issued by the UNHCR in Bangkok, was detained by Thai police on May 7 on charges of overstaying her visa and working without a permit. She appeared in court on May 8 for deportation to China. Her affiliated NGO, the "Hong Kong Legislative Council," issued a statement strongly condemning and protesting this "egregious example" of the Chinese Communist Party regime's transnational repression of dissidents, urging Thailand to refuse Zhang Xinyan's deportation to mainland China. The council's "speaker" expressed concern about Zhang's personal safety if she were deported.

Zhang Xinyan, a Falun Gong practitioner, was elected as a member of the Hong Kong Legislative Council last July. The Hong Kong government accused her of violating the Hong Kong National Security Law's "subversion of state power" offense and, along with 18 others, issued a wanted notice. In August, she was gazetted as a "fugitive wanted for crimes endangering national security." Consequently, the Hong Kong Legislative Council, composed of exiled individuals, was deemed an illegal organization by the Hong Kong government.

Zhang Xinyan is currently detained by the Investigation Division of the Royal Thai Police Immigration Bureau. While Thai law enforcement has not linked Zhang's arrest to the Hong Kong Legislative Council, the Bureau believes the Thai government faces deportation because of Zhang's status as a legislator and her Falun Gong practice. Zhang Xinyan's Chinese passport was cancelled when she applied for a visa renewal in Thailand due to her Falun Gong affiliation. She subsequently received a refugee certificate from the UNHCR in Bangkok in early July last year and lived a normal life until the Hong Kong government issued an arrest warrant. After receiving warnings that she might be arrested, Zhang went into hiding until yesterday when she was arrested by more than ten law enforcement officers. It is believed that the CCP pressured the Thai government to repatriate Zhang to mainland China.

Zhang Xinyan, 55, holds a Hong Kong identity card and a Chinese passport. After her passport was cancelled by the Chinese Embassy in Thailand, she applied for refugee status from the UNHCR and received a certificate valid for two years, expiring on January 2nd next year. Why would a UN refugee certificate holder be repatriated? Furthermore, refugee certificate holders are usually issued a work permit to support themselves; it is unclear why Zhang is accused of working without a permit.

The association believes this is political persecution of Zhang Xinyan by the CCP, and given her affiliation with Falun Gong and other groups, if she is deported, "to put it bluntly, she will lose her life." The association is contacting the local UNHCR and human rights lawyers to intervene and try to prevent her deportation; it will also write to British and American leaders to seek their support .🌷
