Why is this horse SCARED to go OUTSIDE?

This horse does everything well in our indoor arena and even though he gets 24/7 turnout outside in a pasture, he still gets anxious and bothered in the outdoor arena. Here is how I handle training a horse to relax in a "scary" environment.
