In 2026 as the Long Thành Airport mega-project enters its final stretch ahead of welcoming its first commercial flight
A long-standing debate has reignited among policymakers and observers
Why do we need to spend up to 16 billion USD on a new airport in Dong Nai
While it's possible to extend the airport's runway further north to achieve annual capacity of 70 million passengers
The sharper this net becomes the more directly General Secretary To Lam has recently posed genuine and pointed questions
On the investment efficiency of Long Thành
Could 16 billion USD outperform Malaysia Singapore
How long does it take to recover the investment and how much does it contribute to GDP growth
In that context the plan to extend the runway further north where clean land is currently available
The airport contributed 157 hectares to build a new 2 600-meter runway and a terminal capable of handling 40 million passengers
Often regarded as an economic lifeline the central bank
will take you on a journey back over a century into history
Since its elevation to city status it has remained a small village perched on a hill north of Saigon
To understand why the debate over expanding this airport is so complex please
join us as we explore further
From the village's highest peak to the international airpor
Before 1919 if you had stood at the location of the airport's busiest runway today
You'll only see a small peaceful village called Trang San Nhat pronounced with a southern accent—Nhat
This village is situated on a high dry mound about 5 kilometers north of downtown Saigon
Why is this detail important
Because of this very unique terrain—firm well-drained soil—
This is what led French colonial engineers to choose this site for
the airfield rather than dozens of other locations around Saigon
In other words the fate of the highest peak is determined by geology not strategic planning
In 1920 the French administration seized most of the village's land to build the first airport
At that time the airport was merely a red dirt runway over 1 500 meters long
Surrounding area is landscaped with grass with no significant stations or supporting facilities
The remaining land in the hamlet was too small to manage independently so it was merged with the village of Chi Hoa
forming the village of Tan Son Hoa a name still remembered by many people from Saigon
In 1933 the airport received its first international flight from Paris
marking the beginning of international aviation prominence for Saigon
From the U S military base to the civilian airport
In 1956 the U S government invested in constructing a concrete runway
Over 3 000 meters long twice the length of France's red dirt runway
This investment was not out of generosity
Yet the United States still maintained a strategic air base in Southeast Asia during the Cold War
To give you an idea of the scale by 1966 Tân Sơn
Nhất was capable of housing 400 to 500 aircraft
complete with bird shelters floating platforms ammunition and fuel storage facilities
In 1958 the airport handled only 30 000 landing and takeoff operations
by 1966 that number had risen to 50 000
an enormous figure for any airport in the world at that time
In May 1975 after the country's reunification
The Vietnamese government took control of the airport and quickly restored civilian operations
Flights between Ho Chi Minh City and Hanoi have resumed operating up to 5 or 6 daily round trips
From then on Tân Sơn Nhất officially became Vietnam's primary civilian
airport With the IATA code SGN derived from Sài Gòn-Tân Sơn Nhất
A code that had been in use since before 1975 and was intended to remain in effect to this day
When the airport is overwhelmed
Now let's quickly move into the 21st century Tan Son Nhat
Airport currently covers an area of approximately 850 hectares
or 1 500 hectares when including the surrounding area
With two parallel runways one measuring 3 048 meters in length and the other 3 828 meters
Both are capable of accommodating wide-body aircraft such as the Boeing 777 and Airbus A350
even the massive Airbus A380
The original design capacity of the airport was about 25 million passengers per year
But here's the issue: in 2014 the airport
handled 26.5 million passengers exceeding its designed capacity
In 2016 the number rose to 32 million
By 2018 it surpassed 38 million
That means the airport is handling passenger volumes nearly 1.5 times greater than its design capacity
The plane had to queue up in the air
to land Flight schedules were thrown off
Airline operating costs have skyrocketed due to fuel consumption from flying in circles
Traffic around the airport has turned into a perpetual nightmare
And as the plane gasped for air above the sky just beside the runway
157 hectares of land are currently being used for a completely different purpose namely recreational gaming
157 hectares and the hottest debate
Tan Son Nhat Airport Terminal 2 was constructed starting in 2007 and officially opened in August 2015
More than 157 hectares of land were handed over by the military for
development This golf course features four courts each with nine holes
Among them three courses are located right next to the flight path
meaning players can hit their shots while hearing planes roaring overhead
Outside the playground the complex also includes a 12 700 square meter club building
restaurant conference center wedding events accommodating
several thousand guests and even a private helipad
The parking area can accommodate 361 cars and 500 motorcycles
From an aviation planning perspective this area is the last
remaining prime piece of land available for airport expansion
In 2018 Minister of Transport Nguyen Van The proposed
acquire 210 hectares to the north including the apron area to construct
an aircraft maintenance complex cargo terminal and maintenance facilities
with the goal of increasing the airport's capacity to 60 million passengers annually
That sounds reasonable doesn't it
The airport is overcrowded with empty land right next to it—why not use it
But the story isn't that simple
Is the toll road a symbol of injustice or a rational choice
The issue of new stadium construction goes beyond urban
planning—it's also a matter of social equity and public awareness
Many residents of Bac Binh City 157 hectares of land
are used for premium golf courses
While the airport was overwhelmed planes had to queue in the sky
The press called this a textbook example
of poor management of public land
Minister of Transport Truong Quang Nghia once spoke at the National
Assembly The Ministry of Transport
has conducted thorough investigations
And although the Ministry of Defense strongly supports it
expanding the airport further north is entirely unfeasible
The real question is not whether
the contribution field should exist
but whether the benefits gained from it outweigh the costs incurred
The plan to expand the international airport
involves extending the terminal further to the north
This proposal led by Associate Professor Doctor Nguyen Thi Tong and her team
Haskall aims to transform the
new airport into a super aviation hub
with a capacity of 70 million passengers per year
The key distinctive feature is the choice of a northern orientation
where there is a runway and military command post to expand the airport
Technically this option emphasizes
The construction of a third runway approximately
2 400 meters long is the
key to breaking the current deadlock as the two existing runways are now fully dependent on each other
The expert team confirmed that this plan is entirely feasible
within the boundaries of the existing airport perimeter fence
To optimize the 157-hectare land area designated for the airport
terminal the northern option proposes constructing Terminal 4
capacity of 20 to 35 million passengers
to establish a new aviation ecosystem
independent of the southern terminal complex
Nevertheless analysts are also considering the downside that
international advisors had warned
about The construction in the nor
could double direct investment costs to around 36 trillion
VND compared to 18 trillion VND in the southern region
and created a situation where airport charges are
slashed exerting enormous pressure on operating costs
and the already overburdened transportation network connecting Go Vap District
When the French expert said no
Amid intense interdepartmental disputes
France's independent
consulting firm ADBI has delivered an unexpected conclusion
Expanding fully to the north is not advisable
Why There are three main reasons
First long-term operating costs
Building a new station to the north separated from the existing T1 and T2 terminals to the south would require the
airport to operate two independent systems
This means requiring two teams of staff
two supporting infrastructure systems
two service networks—all of which
significantly increase management costs
Monday land acquisition costs
210 hectares belonging to the Ministry of Defense which
already has a runway and has seen investments
exceeding tens of billions of dong are being reclaimed a process that will not only incur substantial compensation costs
but also complicated by administrative intricacies
and the need for consensus among numerous agencies
Tuesday airport noise pollution
If a third runway is built to the north
The noise will directly affect the surrounding residential areas
Instead ADPI recommends
extending the southern side to
construct Terminal 3 adjacent to the existing terminal
This option fully utilizes existing
infrastructure enabling seamless connections
between stations reducing operational costs and simplifying management
With Terminal 3 capable of handling 20 million passengers annually combined with the
renovation of Terminals 1 and 2 the airport
can accommodate up to 50 million passengers
just enough to get by
Final decision and Terminal 3
In March 2018 Prime Minister Nguyen Xuan
Phuc officially approved the plan to expand
the airport based on ADPI's proposal
prioritizing the expansion of the southern area
The plan includes constructing a new
southern Terminal 3 with a floor area
of 200 000 square meters and a capacity of 20 million passengers annually
Renovating the existing T1 and T2 terminals
constructing an aircraft maintenance facility
and building a cargo terminal in the northern
area may partially utilize space from Songot
or other areas
On April 19 Terminal 3 officially opened
commencing operations for domestic flights
Vietnam Airlines' first terminal
is located in District 12 Tan Binh
District approximately 7 kilometers from the center of District 1
With the newly completed Trần Quốc
Hoàng–Cộng Hòa link road access to the
area has seen significant improvement especially with the opening of T3
Tan Son Nhat Airport reaches a
total capacity of approximately 50
million passengers annually double its original designed capacity
From a small village atop a high mound
just 5km from Saigon Tan Son Nhat
has grown into one of Southeast Asia 's
busiest and most bustling airports
Its journey spanning over a
century reflects the ups and downs
of Vietnam's development from French colonial rule through war
during the period of economic reform and development
Looking back on the debate
over the 157 hectares of Song Gop land
and the proposed expansion of Tan Son Nhat Airpor
Heading northward to 70 million passengers
We gain a broader perspective
on the overall planning picture
and the development of airports in the southern region
The government has decided to expand Tan
Son Nhat Airport southward with Terminal
3 to accommodate 50 million passengers
while mobilizing all available resources
o take flight in 2026
The outcome of this choice
is currently floating in limbo
What do you think the future
holds for the two largest
airports in southern Vietnam If you're doubtful about their efficiency
The dream of Long Thành Airport becoming a reality
