Ensuring America leads in the 21st century requires bold innovation, investment in education and technology, development of modern infrastructure, strengthening strategic alliances, promoting the digital economy, and enhancing competitiveness.

For too long, our economy has rewarded a handful of winners
while everyone else gets left behind.
It's time for leadership that puts working families first,
not special interests.
We have a choice.
Give away our future to countries like China
or build it right here at home, together.
By setting clear common sense rules for new technologies,
we can spark American ingenuity that cuts costs for family
and creates millions of good paying jobs.
This is about ensuring the United States,
not China, leads the world economy.
Working together, we've already passed bipartisan laws
to crack down on bad actors and empower American innovators
all while protecting your hard earned money
and the strength of the US dollar.
We must keep fighting to ensure
that America leads the 21st century
with an economy that creates opportunity
for every single American, not just the wealthy few.
America is the greatest nation on earth
because we are a nation that embraces opportunity
and leadership is about challenging the status quo,
not protecting it, particularly at a time
when the economy and financial system
are increasing the wealth gap
and separating a small handful of winners
versus everyone else.
I represent New York, where we charge
towards the challenge of the future, not run from it.
While those other guys want to return to the past,
progressives need to embrace change.
I do not believe America should see the future to anyone,
let alone China.
Let's embrace and build this future together
by establishing clear and fair rules
for the road for individuals, businesses, and regulators.
We can show that the world,
that America will remain the financial capital
of the world for years to come.
Right now, America is at a crossroads with personal finance
with too many people paying exorbitant fees
for the pleasure of accessing their own money.
Technology has extraordinary power
to transform our economy for the better,
democratizing finance and empowering everyone,
not just a handful of powerful institutions.
Congress has the obligation to protect consumers,
expand financial opportunity for the masses,
and ensure fair competition.
Working in a bipartisan fashion,
I've committed to making sure America
can weed out the crooks and criminals
and let our innovators shine.
This is a common sense foundation
that builds trust in a digital economy
that we can all agree on,
where responsible creators can build
and bad actors cannot hide.
Currently, we are working on bipartisan
market structure legislation
to help provide that regulatory clarity
that innovators need to develop these projects domestically.
President John F. Kennedy once said,
for time in the world, do not stand still.
Change is the law of life.
And those who look only to the past or the present
are certain to miss the future.
There is more work to be done
to ensure America leads the 21st century
in setting democratic standards,
open technology, and strengthen our economy
and create opportunity instead of oppression.
It is critical that we pass
this very meaningful piece of legislation.
