Investigations are underway in Hong Kong after a fire killed at least 83 people at an apartment complex, with about 300 still listed as missing. The city's chief executive, John Lee, says they are zeroing in on the building maintenance company responsible for renovating the housing estate.

Police arrested two directors and an engineering consultant of Prestige Construction, a firm contracted to perform maintenance on the buildings. Police said those arrested were under suspicion of manslaughter for using unsafe materials.
