Niuben, a researcher at the China Analysis Center of the Asia Society Policy Institute, observed that this was the lowest attendance rate at a plenary session since the CCP's reform and opening-up in 1978. Of the 205 central committee members, only 168 attended, with 37 absent. Among them, 10 were civilian officials and 27 came from the military system. In other words, the absence of military central committee members accounted for two-thirds of the total absences. This situation is extremely rare in CCP history, almost equivalent to the military system being "partially paralyzed."
