福建幫地震？於偉國傳遭調查

我想講一下於偉國的事情 I want to talk about the case of Yu Weiguo. 于偉國被帶走已經有一個月的時間了 It has been a month since Yu Weiguo was taken away. 也是被穿公務夾克衫的人帶走的 He was also taken away by men in official jackets. 很有意思的是 Interestingly, 外面到現在竟然一點風聲都沒有 there hasn’t been a single word about it outside. 沒有人提到過於偉國被帶走的事情 No one has mentioned that Yu Weiguo was taken. 于偉國雖然是已經是卸任的福建省委書記 Although Yu Weiguo stepped down as Fujian Party Secretary, 但是他現在還是全國人大華僑委員會主任委員 he is still the head of the Overseas Chinese Affairs Committee of the NPC. 是在任 有實權的 That is a real, active position of authority. 不像很多已經卸任的省委書記 Unlike many retired provincial party secretaries, 最終只能在政協人大掛一個副主任委員 who usually end up as deputy chairs in the CPPCC or NPC. 在二十大之前于偉國是福建省委書記 Before the 20th Party Congress, Yu was still Fujian’s Party Secretary. 福建省委書記 Party Secretary of Fujian. 過去這些年都是非常熱門的職務 That position has been highly sought-after for years. 大凡在這個位置上出來的 Those who held it 都會高升或者是成爲副國級 would usually be promoted, sometimes to vice-national rank. 但是于偉國在二十大之前滿65歲的時候 But when Yu turned 65, just before the 20th Congress, 就卸任了福建省委書記 he stepped down as Party Secretary of Fujian. 而且沒有解決副國級 And he wasn’t promoted to vice-national rank. 這就意味着于偉國受到了冷遇 That means Yu Weiguo was sidelined. 于偉國在福建是深耕了25年 Yu had worked in Fujian for 25 years. 他去廈門當市長助理 He went to Xiamen as an assistant mayor. 比習近平晚了十年 That was ten years later than Xi Jinping. 不過他跟習近平一樣都是空降到了廈門 But like Xi, he was parachuted into Xiamen. 習近平是從河北正定空降到廈門 Xi was transferred from Zhengding, Hebei, to Xiamen. 于偉國是從中共中央辦公廳書記處空降到廈門 Yu came from the Secretariat of the CCP General Office. 到廈門從市長助理到副市長到市委常委 In Xiamen, he rose from assistant mayor to vice mayor, then Party Standing Committee member. 祕書長到市委組織部長 Then Secretary-General and Organization Department head. 這個期間時間度比較長的 This took quite a long stretch. 尤其是在市長助理這個位置上 Especially his time as assistant mayor. 坐冷板凳坐了四年之久 He sat idle in that position for four years. 這是很少見的 That is very rare. 一般的市長助理很快就會擔任副市長 Normally, assistants quickly become vice mayors. 但是那個時候廈門市委書記是石兆彬 But at that time, the Xiamen Party Secretary was Shi Zhaobin. 石兆彬在廈門當市委書記將近10年時間 Shi served as Party Secretary of Xiamen for nearly ten years. 他可能對於偉國不怎麼欣賞 He probably didn’t think much of Yu. 所以一直沒有解決他副市長的位置 So Yu was never promoted to vice mayor. 只是到最終石兆彬知道自己要出事了 Only when Shi realized he was in trouble 才很勉強的給了他副市長的位置 did he reluctantly grant Yu the vice mayor post. 于偉國後來就如魚得水了 After that, Yu’s career took off. 在廈門他的影響力遠遠超過了當年的習近平 In Xiamen, his influence far surpassed Xi’s at the time. 習近平當年在廈門只是幹了一屆副市長 Xi only served one term as vice mayor there. 最後是被廈門人集體把他轟走的 In the end, the locals collectively pushed him out. 所以當時習近平在廈門的時候 So when Xi was in Xiamen, 真正能夠跟習近平交心 the only one he could really confide in 也是深得習近平信任的 and who truly earned his trust 據說只有一個人 was said to be just one person. 那就是今天在國務院的何立峯 That was He Lifeng, now in the State Council. 是習近平當年在廈門唯一的鐵桿 He was Xi’s only close ally in Xiamen back then. 于偉國到了2005年1月份 In January 2005, Yu Weiguo was transferred. 調到了福建省委組織部做副部長 He was moved to the Fujian Provincial Party Organization Department as deputy head. 爲什麼當時從廈門組織部部長調到省裏面去 Why was he transferred from Xiamen’s Organization Department to the provincial level? 也是因爲那一年廈門要換新書記了 Because that year Xiamen was about to get a new Party Secretary. 新的書記就是何立峯 That new secretary was He Lifeng. 他在福建轉了一圈又轉回到廈門 He circled around Fujian and returned to Xiamen. 于偉國跟何立峯之間沒有交集 Yu and He had no real overlap. 他也不知道何立峯會不會用他 He didn’t know if He Lifeng would use him. 他是自己運作運作 So he maneuvered on his own. 調到了福建省委做組織部副部長 He arranged to be moved to deputy head of the provincial Organization Department. 這是平調 That was technically a lateral move. 當然他是管全省的 But it meant overseeing the whole province. 權力的覆蓋面應該更大 So the scope of his power was broader. 比單純在廈門應該權力要大一些 Much larger than just Xiamen. 但是這一步對於偉國來說非常關鍵 Still, this step was crucial for Yu. 他這個副部長只是過渡一下 His role as deputy was just a transition. 好像半年都不到 It lasted less than half a year. 他就直接升到了福建省委組織部部長 Then he was promoted directly to head of the Organization Department. 這很顯然是中央有人 Clearly, he had backing from the central leadership. 中央沒有人于偉國是拿不到這個肥缺的 Without central support, he could never have landed that powerful post. 你想想從廈門市委組織部部長 Think about it: from head of Xiamen’s Organization Department, 直接就到了福建省委組織部部長 he jumped straight to head of the provincial Organization Department. 廈門組織部部長最多是個正廳級 The Xiamen position was at most bureau level. 一下子到了省委組織部部長 But suddenly he was at the provincial level. 那就是副部級 That meant vice-ministerial rank. 而且進常委 And entry into the Standing Committee. 比一般不進常委的副省長權力要大得多 That gave him far more power than most vice governors. 尤其是在這個關鍵的節點 Especially at that critical moment. 有兩個人對於偉國的提拔髮揮了重要作用 Two people played key roles in Yu’s promotion. 一個是當時分管黨務人事的政治局常委 One was the Politburo Standing Committee member in charge of party affairs, 書記處書記中央黨校校長曾慶紅 Zeng Qinghong, then head of the Secretariat and Central Party School. 另外一位就是曾慶紅的政治盟友 The other was Zeng’s political ally, 也當過福建省省長重慶市委書記的賀國強 He Guoqiang, who had served as Fujian governor and Chongqing Party Secretary. 那個時候他是中央政治局委員 At that time, he was a Politburo member, 書記處書記 中央組織部的部長 head of the Secretariat and Minister of the Organization Department. 沒有他們兩個人的許可 Without their approval, 于偉國根本不可能從省委組織部副部長一步到位 Yu could never have leapt from deputy to head of the provincial Organization Department. 更有意思的是 Even more interesting, 三年之後也就是2009年6月 three years later, in June 2009, 于偉國又回到廈門擔任了廈門市委書記 Yu returned to Xiamen as Party Secretary. 接了何立峯留下來的攤子 He took over the post He Lifeng left behind. 據說當時于偉國去廈門當市委書記的時候 It’s said that when Yu was appointed Xiamen Party Secretary, 9個常委全部同意 all nine Standing Committee members agreed. 這個在九龍治水時期 This was during the “nine dragons ruling the waters” period, 一個地方官員的提拔任命得到全票通過 and for a local official to be unanimously approved 是非常稀罕的 was extremely rare. 那個時候儘管是胡溫主政 At the time, although Hu and Wen were in charge, 但是江派勢力的影響力要大過胡溫 the Jiang faction held more influence. 十七大的常委班子 In the 17th Party Congress Standing Committee, 江派人馬當時佔了5席 the Jiang faction occupied five seats. 而胡錦濤還有鄧小平派系的人馬只有4席 While Hu Jintao and Deng’s allies held only four. 也就是說于偉國當時到廈門出任市委書記 In other words, when Yu Weiguo became Xiamen Party Secretary, 得到了江澤民的派系胡錦濤的派系 he had support from Jiang Zemin’s faction and Hu Jintao’s faction, 得到了鄧小平派系共同認可 as well as recognition from Deng Xiaoping’s allies. 說明於偉國人緣很好 This shows Yu had very good relations with all sides. 但是人緣好有時候在中國的官場就是犯大忌 But in Chinese politics, being friendly with everyone can be dangerous. 他沒有死死的跟某一個派系 He didn’t tie himself firmly to one faction, 很容易在政治的內鬥中被拋棄 which made it easy to be abandoned in factional struggles. 據說習近平當年也是積極的投了贊成票 It’s said Xi Jinping also voted in favor back then. 習近平那個時候分管黨務人事兼中央黨校校長 At the time, Xi was in charge of party affairs and president of the Central Party School. 對於偉國提拔到廈門做書記 So for Yu’s promotion to Xiamen Party Secretary, 他是有很重要分量的 Xi’s support carried significant weight. 當然之前提拔于偉國的賀國強那個時候也是常委 Of course, He Guoqiang, who had promoted Yu earlier, was also a Standing Committee member. 而且是中紀委書記 And he was Secretary of the Central Commission for Discipline Inspection. 習近平很會做人 Xi was very cautious in handling people. 那個時候還作爲是儲君還沒有正式登基 At that time, he was the heir apparent but not yet officially in power. 所以他還是察言觀色 按部就班 So he observed carefully and followed the rules. 沒有表現出任何明顯的政治野心 He showed no obvious political ambition. 對其他的政治勢力沒有表現出任何的不滿 Nor did he show dissatisfaction with other factions. 2013年5月份于偉國才被免去廈門市委書記 In May 2013, Yu was removed as Xiamen Party Secretary. 讓位給當時的福建省副省長王蒙徽 He gave way to then Fujian Vice Governor Wang Menghui. 擔任了福建省委專職副書記 Yu became Executive Deputy Party Secretary of Fujian. 兩年之後也就是到了2015年底 Two years later, by the end of 2015, 2016年初接替突然落馬的省長蘇樹林 he replaced the suddenly ousted governor Su Shulin in early 2016. 他就接了這個省長 Yu then became governor. 到那個時候于偉國在福建已經任職超過20年了 By then, Yu had served in Fujian for over 20 years. 他經歷了前後六任書記 He had worked under six Party Secretaries. 賈慶林 陳明義 宋德福 盧展工 孫春蘭 These included Jia Qinglin, Chen Mingyi, Song Defu, Lu Zhangong, and Sun Chunlan. 也經歷了六任省長 And he had also seen six governors. 陳明義 賀國強 習近平 Chen Mingyi, He Guoqiang, Xi Jinping, 盧展工 黃小晶 蘇樹林 Lu Zhangong, Huang Xiaojing, and Su Shulin. 他也是過去福建30多年來 He was also, in the past 30 years of Fujian, 就職的時候年齡最大的省長 the oldest person to take office as governor. 好在當時他只是過渡了一下 Fortunately, his role was only transitional. 一年之後于偉國就在十九大上晉升爲中央委員 A year later, at the 19th Party Congress, Yu was promoted to Central Committee member. 正式接了福建省委書記 He officially became Fujian Party Secretary. 當然這幾步都非常重要 Of course, these steps were very important. 顯然是得到了習近平的認可 Clearly, they had Xi’s approval. 但是于偉國熬了20多年 But after enduring more than 20 years, 沒有功勞也有苦勞 even without major achievements, he had worked hard. 算是一種安撫性的安排 It was more of a conciliatory appointment. 等到十九大之後 After the 19th Party Congress, 也就是2020年12月 that is, in December 2020, 剛剛滿65歲的于偉國 Yu, who had just turned 65, 就被免去了福建省委書記的職務 was removed as Fujian Party Secretary. 把他轉到全國人大環境資源委員會做副主任委員 He was moved to deputy chair of the NPC Environmental Resources Committee. 外界當時都認爲 At the time, people widely believed 可能在二十大換屆的時候 that during the 20th Party Congress reshuffle, 習近平會給他安一個政協副主席的位置 Xi would give him a CPPCC vice chairmanship. 或者像當年從浙江出來的省委書記 Or, like the former Zhejiang Party Secretary, 夏寶龍或者是湖北的應勇一樣 Xia Baolong, or Ying Yong from Hubei. 可能再度出山被重用 He might have been called back and given an important role. 但是沒有想到的是二十大於偉國落選了 But unexpectedly, Yu Weiguo was dropped at the 20th Party Congress. 連中委都沒選上 He didn’t even make it into the Central Committee. 只好繼續留在全國人大給他安了一個閒差 So he stayed on in the NPC with a token position. 我想跟大家說一下 I’d like to share with you 于偉國過去的從政經歷 Yu Weiguo’s political career, 他的成長履歷 his background and rise. 于偉國祖籍是山東威海人 Yu’s ancestral home is Weihai, Shandong. 但是他出生在江蘇 But he was born in Jiangsu. 他應該屬於江蘇的幹部 So he should be considered a Jiangsu cadre. 跟山東沒有任何的淵源 He had no real ties to Shandong. 只是他的籍貫是山東 Only his registered ancestry was there. 73年1月份參加工作了 He started working in January 1973. 那個年代的人不上山下鄉 In that era, not being sent to the countryside 那肯定都是家庭背景還不錯的 meant your family background was decent. 于偉國的家庭背景 As for Yu’s family background, 很有可能他的父輩是過去的南下幹部 it’s likely his father was a “southbound cadre.” 所他才能夠不去上山下鄉 That’s why he avoided being sent down. 直接安排了工作 He was directly given a job. 他在江蘇太倉長江化工廠 太倉布廠 He worked in Taicang’s Yangtze Chemical Plant and a textile mill in Jiangsu. 做技術工人 He was a technical worker. 後來擔任廠黨支部副書記 Later he became deputy Party secretary of the factory branch. 就是從工人提拔爲幹部了 That marked his promotion from worker to cadre. 到75年11月于偉國就入黨了 By November 1975, Yu had joined the Party. 非常早 Quite early. 在那個年代于偉國是算混的非常好的年輕人 At that time, Yu was considered a very successful young man. 你想想 75年于偉國才20歲 Think about it: in 1975 he was only 20, 20歲就入黨了 yet he was already a Party member. 而且還沒有吃過上山下鄉的苦頭 And he never suffered the hardship of being sent down. 不像習近平在梁家河 Unlike Xi Jinping in Liangjiahe, 你想想 200斤不換肩 hauling 200 jin of grain without shifting shoulders. 吃的苦比于偉國多得多 Xi endured much tougher times than Yu. 但是于偉國沒有被推薦去上大學 But Yu was not recommended for university. 77年擔任太倉縣城廂鎮團委書記 In 1977, he became Youth League Secretary of Chengxiang Town, Taicang County. 也算早期的團派 That made him an early member of the Youth League faction. 于偉國後期他願意讀書 Later, Yu showed eagerness to study. 78年他參加了一次高考 In 1978, he took the college entrance exam. 考的成績不理想 But his score was poor. 他就沒有去 So he didn’t enroll. 他邊工作邊苦讀 He kept working while studying hard. 79年 于偉國已經24歲了 By 1979, Yu was 24. 那年他再參加高考考出了高分 That year he retook the exam and scored high. 而且按照他當時的資歷 Given his qualifications at the time, 受到人民大學的歡迎 he was welcomed by Renmin University. 上了人民大學的中文系 He entered the Chinese Department there. 那個時候能夠上人民大學中文系的 At that time, those admitted to the Chinese Department 出來一般都是能夠進到中央機關 usually went on to work in central government organs. 因爲人民大學是唯一公開從學生當中培養官員的 Because Renmin was the only university openly training officials from students. 它跟中央黨校還不一樣 It was different from the Central Party School, 中央黨校不直接從社會上招生 which did not recruit directly from society. 但是人民大學不一樣 But Renmin University was different. 它是從高考裏面招學生 It admitted students directly through the national college exam. 人民大學是在中共建政之初 Renmin University was founded at the start of the PRC, 從北大分出來的一部分 splitting off from Peking University. 這非常重要 This was highly significant. 79年全國錄取的大學生只有28萬人 In 1979, only 280,000 students were admitted nationwide. 比現在一個省的高考錄取人數還要少 That’s fewer than one province admits today. 特別是那個時候 Especially back then, 能夠進入到培養幹部的最高學府 entering the top school for training cadres 真的是值得驕傲的一件事情 was truly something to be proud of. 我記得我原來有一箇中學同學 I remember I had a high school classmate 好像就在那個期間考上了人民大學 who also got into Renmin around that time. 之前他是在大隊做過大隊書記 Before that, he had been a brigade Party Secretary. 那個時候這個資歷非常重要 That kind of experience mattered a lot back then. 所以到了人民大學也是如魚得水 So at Renmin, he thrived easily. 後來留在了中央機關 Later, he stayed on in central government. 于偉國大學畢業之後 After Yu graduated, 直接就分到了中央書記處 he was directly assigned to the CCP Secretariat. 那個時候胡耀邦擔任總書記 At that time, Hu Yaobang was General Secretary. 思想開明 廣開言路 He was open-minded and encouraged free expression. 年輕人的思想很活躍 Young people were very active in thought. 但是很快胡耀邦87年就被貶了 But soon, in 1987, Hu was demoted. 于偉國當時被調到了中央文獻研究室綜合研究組 Yu was transferred to the Party Literature Research Office’s general research group. 做編輯工作 He worked as an editor. 擔任了鄧小平研究組生平小組的副組長 He became deputy head of the Deng Xiaoping biography group. 去爲鄧小平樹碑立傳 He helped compile Deng’s official biography. 但是他在這個位置上 But in that role, 被中央書記處書記丁關根看中了 he caught the attention of Ding Guangen, a Secretariat secretary. 成爲了丁關根的文字祕書 Yu became Ding’s writing secretary. 一直幹到了1995年8月 He stayed in that post until August 1995. 丁關根是地地道道的江蘇人 Ding himself was a native of Jiangsu. 所以同是從江蘇出來的于偉國 So Yu, also from Jiangsu, 讓丁關根也比較滿意 was someone Ding favored. 這一步是很重要的 This was a very important step. 丁關根跟鄧小平的關係非常特殊 Ding had a very special relationship with Deng Xiaoping. 我在這裏也給大家聊一下 Let me share a bit about that. 在中國無論是在政界還是知識界 In China, whether in politics or academia, 一般的人只要提起丁關根 mentioning Ding Guangen 很多人都知道丁關根陪鄧小平打橋牌的八卦 immediately recalls the gossip that he played bridge with Deng. 丁關根打橋牌的水平 Ding’s bridge skills 據說當年在鐵道部是出了名的 were said to be famous in the Ministry of Railways. 有人當時送他的外號是橋牌計算機 He was even nicknamed “the bridge computer.” 萬里在擔任鐵道部長期間 When Wan Li was Minister of Railways, 就聽到他那個大名 he had heard of Ding’s reputation. 把他專門叫到家裏跟他比試了一下 So he invited Ding home to play against him. 結果發現丁關根真的身手不凡吶 And found Ding truly exceptional. 從此丁關根就通過萬里成了鄧小平家裏的牌客 From then on, through Wan Li, Ding became a regular bridge partner at Deng’s home. 丁關根的橋牌技術很妙 Ding’s bridge technique was quite remarkable. 妙就妙在他不但說贏就贏 Remarkable in that he could win when he said he would, 他還能說輸就輸 and lose whenever he chose to. 關鍵的是能做到輸也不會露出任何破綻 The key was that he could lose without showing any flaws. 他在輸的時候能夠輸的讓對手感到很得意 When he lost, he made his opponents feel proud of themselves, 而且深信是已經贏了丁關根 truly believing they had beaten Ding Guangen. 讓丁關根輸的完全是無可奈何 He lost in a way that seemed completely natural. 所以鄧小平非常喜歡在牌桌上 That’s why Deng Xiaoping loved having him at the card table, 把丁關作爲對手 always choosing Ding as his opponent. 但是丁關根這個人也是碰上了鄧小平 But Ding’s rise was mostly due to Deng. 也就是橋牌打得好 It was simply because he played bridge well. 能力據說很一般哎 His actual ability was said to be average. 他在中共建政之初就參加工作了 He began working at the founding of the PRC. 51年就參加工作了 By 1951 he was already working. 而且之前他跟江澤民還算得上是校友 And he was technically a schoolmate of Jiang Zemin, 上海交大畢業的 both graduates of Shanghai Jiaotong University. 56年就入黨了 He joined the Party in 1956. 但是據說家庭背景好像歷史問題說不清楚 But his family background was said to have some unclear historical issues. 直到80年代初 Until the early 1980s, 到了81年他還是個副處級幹部 he was still only at deputy division level in 1981, 比朱鎔基還低 ranked even lower than Zhu Rongji. 後來因爲打橋牌接近了鄧家才一步登天 It was only through bridge with Deng’s family that he skyrocketed. 因爲鄧小平欣賞這樣的人 Because Deng appreciated such people, 所以丁關根從副處級到副國級 Ding rose from deputy division to vice-national rank 前後只花了6年多的時間 in just over six years. 整個上個世紀80年代 Throughout the 1980s, 丁關根不知道有多少次進入到鄧家 Ding visited Deng’s household countless times, 陪着他們打橋牌 playing bridge with them, 陪着他們聊天哎 and chatting with them. 當然並不是說每次都去打牌 Of course, it wasn’t always about cards. 據說更多的時候是在陪鄧樸方打牌聊天 Often he was there to play and chat with Deng Pufang. 教鄧楠 鄧榕以及鄧家的孫輩學橋牌 He even taught bridge to Deng Nan, Deng Rong, and Deng’s grandchildren. 老少三代都伺候的很周全 He served three generations attentively. 最終在87年的時候 Finally, in 1987, 也就是胡耀邦出事之後 after Hu Yaobang was ousted, 他成爲了中共中央政治局候補委員書記處書記 he became an alternate Politburo member and Secretariat secretary, 分管宣傳工作 in charge of propaganda. 鄧小平把主管意識形態的活交給了丁關根 Deng entrusted ideological work to Ding. 于偉國也就是在那個年代跟上了丁關根 It was during that era that Yu Weiguo followed Ding. 而且一干幹到了95年 And he stayed with him until 1995. 到了95年之後于偉國自己主動 After 1995, Yu himself took the initiative 向丁關根提出來 and told Ding Guangen 因爲年齡大了 that since he was getting older, 那個時候已經解決了副局了 and had already reached deputy bureau level, 想到地方去鍛鍊一下 he wanted to get practical experience locally. 因爲給領導人做祕書 Because being a secretary to top leaders, 像副國級領導人的祕書 especially vice-national leaders, 要想升爲副部幾乎是不太可能的 made it nearly impossible to rise to vice-ministerial rank. 到正廳都比較難 Even bureau-chief level was difficult. 所以丁關根出面找了廈門市長洪永世 So Ding reached out to Xiamen mayor Hong Yongshi. 當時廈門書記就是石兆彬 At that time, the Xiamen Party Secretary was Shi Zhaobin. 石兆彬當然也只是應付一下 Shi, of course, just went along with it. 主要還是洪永世來接下了這個活 The main responsibility fell to Hong Yongshi. 讓于偉國到廈門去做市長助理 Yu Weiguo was sent to Xiamen as an assistant mayor. 但是就是因爲石兆彬擔任市委書記 But because Shi Zhaobin was Party Secretary, 遲遲不給他解決副市長 he kept delaying Yu’s promotion to vice mayor. 一待待了四年多 Yu remained stuck there for more than four years. 到99年5月才轉爲副市長 It wasn’t until May 1999 that he became vice mayor. 但是轉爲副市長之後 But after becoming vice mayor, 于偉國的運氣來了 Yu’s luck turned. 因爲5個月之後 Because five months later, 廈門就出了遠華走私案 the Yuanhua smuggling scandal broke out in Xiamen. 遠華走私案實際上是之前就爆發 In fact, the Yuanhua case had already begun earlier. 石兆彬之前已經感覺到自己有問題 Shi Zhaobin had already sensed trouble for himself. 所以他匆匆忙忙給於偉國轉到副市長 So he hurriedly promoted Yu to vice mayor. 而且於偉國出面也去找了丁關根 Yu even went to seek help from Ding Guangen. 但是那個時候廈門遠華案這個事情 But at that time, the Yuanhua case 是朱鎔基在抓的 was being handled directly by Zhu Rongji. 找丁關根也沒什麼用 So Ding’s help was useless. 所以也沒有幫到石兆彬的忙 And Shi Zhaobin got no help from it. 結果啊5個月之後 As 60. 他如果再不接上這個班就要退了 If he hadn’t stepped up then, he would have retired. 而且他接班之後第一件事情 And his first act after taking over 就是把副市長於偉國升爲了市委常委市委祕書長 was to promote Yu to Standing Committee member and Party Secretary-General. 成爲了洪永世的大管家 Yu became Hong Yongshi’s chief of staff. 洪永世是福建本土的幹部 Hong Yongshi was a local Fujian cadre, 文革前的大學生 a university graduate before the Cultural Revolution. 84年他就擔任福州市市長 He became mayor of Fuzhou in 1984. 在福州市市長位置上一干幹了14年 He served as Fuzhou mayor for 14 years. 沒有搞成市委書記 But he never became Party Secretary there. 最後又才調到廈門擔任市長 Eventually he was transferred to Xiamen as mayor. 當然了廈門市長比福州市長級別要高 Of course, being Xiamen mayor ranked higher than Fuzhou mayor. 所以解決了副部 So that secured him vice-ministerial rank. 在市長位置上14年都不升 But serving 14 years as mayor without promotion 這是極其罕見的 was extremely rare. 恐怕找不到這樣的先例 There were hardly any precedents for it. 洪永世是一個典型的技術官僚 Hong Yongshi was a typical technocrat. 他不擅長於搞溜鬚拍馬 He was not good at flattery or networking. 如果不是因爲遠華案事發 If not for the Yuanhua scandal, 他就在市長位置上退休了 he would have retired as mayor. 洪永世上任之後幹了兩年多的時間 After taking office, Hong served for just over two years. 2002年年滿60歲就轉到了市人大 In 2002, at age 60, he moved to the Municipal People’s Congress. 去做專職的人大常委會主任 He became full-time chairman of its Standing Committee. 在這之前洪永世把市委組織部部長的位置 Before that, he gave the position of Organization Department head 交給了于偉國 to Yu Weiguo. 也是想讓于偉國爲他把好人事關 He wanted Yu to handle personnel matters properly for him. 後來的市委書記 The next Party Secretary 是鄭立中 was Zheng Lizhong. 鄭立中也沒有進行大的調整 Zheng didn’t make major changes. 只是繼續讓于偉國擔任市委組織部長 He simply kept Yu as head of the Organization Department. 一直到了2005年 It wasn’t until 2005 因爲2005年在廈門出去的何立峯要回來了 when He Lifeng, who had left Xiamen, returned. 那個時候何立峯已經是省委常委福州市委書記 By then, He was a provincial Standing Committee member and Fuzhou Party Secretary. 從那個位置上回到廈門接廈門書記 From there, he came back to Xiamen as Party Secretary, 當然就比較強勢了 which made him very powerful. 他要用自己的人馬 He wanted to use his own people. 所以在那個時候于偉國 So at that time, Yu Weiguo 去找到過去的在中央的這老領導 turned to his old leaders in Beijing 找他們想辦法 and asked them for help. 最後賀國強出面給他解決了副部級 In the end, He Guoqiang stepped in and got him vice-ministerial rank. 解決了福建省委組織部部長這個非常重要的位置 He was made head of the Fujian Party Organization Department, a key post. 他也就失去了跟何立峯在一起共事的機會 That meant he never worked directly with He Lifeng. 當年1995年他從北京空降到廈門的時候 Back in 1995, when Yu parachuted from Beijing to Xiamen, 正好何立峯從廈門副市長調到泉州做市長 He Lifeng was just leaving for Quanzhou as mayor. 等到何立峯再回來的時候 By the time He returned, 于偉國又離開了廈門 Yu had already left Xiamen. 所以他在廈門那麼長的時間 So during all his years in Xiamen, 跟何立峯沒有任何工作上的交集 he had no real overlap with He Lifeng. 但是于偉國在擔任廈門市委書記期間 But while Yu was Xiamen Party Secretary, 把當時已經年滿54歲處於閒賦狀態 he brought back Wang Xiaohong, then 54 and sidelined, 在福建省公安廳副廳長位置上 who had been stuck as deputy head of the Fujian Public Security Department 已經待了將近10年的王小洪 for nearly ten years,
