So, instead of expecting a happy ending in this case, Elon Musk has come up with various ideas to outsmart the FAA to launch Starship.

On October 2, the US Coast Guard broke breaking news that the launch date for SpaceX's Starship Flight 5 will be six weeks earlier than previously announced by the FAA. It means that we will likely witness the jaw-dropping performance of the mega-rocket no earlier than October 12, between 07:00 and 08:10 local time.
Later that same day, an X account called Space Sudoer posted a photo showing reservations for NASA's WB-57 aircraft from October 13 to October 27. This matches the schedule in the US Coast Guard Notice to Mariners (NOTMAR).
For those who don't know, in the context of SpaceX's Starship testing, the WB-57 serves as a platform for collecting critical data during high-altitude test flights. The data gathered by the WB-57 can help SpaceX demonstrate compliance with FAA regulations regarding safety and environmental impacts.

Both of these announcements, while unrelated to launch licenses, have excited SpaceX enthusiasts. Who knows if SpaceX can turn things around?
However, the FAA immediately put the rumors to rest by reaffirming that nothing has changed here, the Starship 5 flight is not expected to take place before the end of November.

Clearly, the US federal agency has no intention of changing its mind, manifesting the battle between SpaceX and the red tape side remains very tense.
The FAA, SpaceX's arch-rival, has utilized the complications of the regulations and made incorrect statements to Congress to defend the Starship Flight 5 licensing delay. Making it difficult to get approval for a crucial test flight is certainly the best way to get in SpaceX's way.
Bear in mind that, for two initial Starship test flights, the FAA has also caused difficulties for SpaceX by red tape. It might not come as a surprise that the FAA is generally very strict in watching any rocket in its wild days. However, with Starship alone, things seem to have gone too far.
First and foremost, can't help but mention granting a license for Starship’s first launch, which was delayed two years.
In preparation for the first orbital launch, SpaceX proposed an environmental assessment to the FAA in late 2021. This proposal was part of the regulatory process required for expanding its launch operations at the Boca Chica facility in Texas, where it aimed to conduct orbital launches using the Starship rocket.
The FAA said it started the process for a programmatic environmental assessment or PEA in late June 2021. This assessment was necessary to evaluate the potential environmental impacts of SpaceX's proposed launch activities and to determine whether to issue permits for these operations.
However, the completion of the final PEA was delayed time and again until June 13, 2022. And SpaceX had to wait one more 10 months or until April 2023 to be granted to launch.
