China is attempting to replicate former USAID programs in Africa after its funding was cut earlier this year. This comes as Secretary of State Marco Rubio said 83 percent of USAID programs ended as a part of the Trump administration's efforts to reduce wasteful government spending. On Thursday, the commander of U.S. Africa Command testified that China won't be capable of achieving the same results at a Senate committee. One of the major programs for Africa was the president's emergency plan for AIDS relief or PEPFAR. It was able to extend the lifespan of Africans by 20 years for more than 25 million citizens. The commander of U.S. European Command added that challenges in Africa have increased exponentially over the last 10 years. Problems like terrorism and increased activity from Russia and China in the region has been driving up relief costs.
