Trooper's Report:

On Saturday, October 26, 2024, at approximately 11:45 PM, I, Trooper Ruben Zamora was traveling eastbound on 28th
Avenue near Hazel Street. It was at that time that I observed a gray GMC Sierra pickup truck traveling eastbound with a
defective passenger-side tail lamp. I proceeded to follow and close distance with the truck to retrieve the license plate number
“USAATGH”. I attempted to initiate a traffic stop by activating my blue lights on West 28th Avenue near Cedar Street.

Immediately after activating my blue lights, the operator of the vehicle tapped the brakes but did not come to a stop.

After activating my lights, I continued to follow the vehicle as it continued to drive eastbound on West 28th Avenue. A short
distance later, the driver turned South onto Linden Street. I activated my siren briefly in an attempt to get the operator’s
attention to stop the vehicle but instead, he appeared to begin accelerating. I activated my sirens and notified dispatch that I
was in pursuit of the vehicle as we turned South on Cherry Street.

We traveled South on Cherry Street, and the operator of the vehicle was continuously stepping on the brakes. As we
approached West 36th Avenue, the operator proceeded to turn left onto West 36th Avenue as he began accelerating. We
traveled East, exceeding speeds of 70 MPH in a 30 MPH speed zone. I attempted to perform a tactical vehicle intervention
(TVI) but was unsuccessful. As the vehicle merged onto Olive Street, I successfully performed a TVI and brought the vehicle to
a stop at the intersection of West 36th Avenue and Olive Street. As a result, the vehicle’s rear bumper was hooked onto my
push bumper, damaging the push bumper and front driver’s corner of my unit. The suspect vehicle also sustained minor
damage to the left rear.

After coming to a stop, the suspect tried to break loose from my vehicle by accelerating but was unsuccessful. After realizing
that he was no longer able to move his vehicle, he stopped trying to escape and placed his hands out the driver-side window. I
gave the suspect commands to exit the vehicle with his hands up and he complied. I then ordered him to bend down on his
knees, but he failed to do so and instead, attempted to reenter the vehicle. I, along with other officers from Pine Bluff Police
Department, took the suspect to the ground where I was able to secure him in hand restraints.

Upon searching the suspect, I located a syringe in his left hand containing what is believed to be Methamphetamine. I also
found a small black bottle in his front left pocket containing a white crystal-like substance that field tested positive for
Methamphetamine. The suspect was identified as Gary Orton, Suspended DL. All evidence was confiscated and
taken directly to Troop E headquarters where it was packaged and placed in the evidence vault.

Mr. Orton was transported to the Jefferson County Jail and booked on the following charges:

Felony Fleeing- 5-54-125,
Felony Possession of Controlled Substance- 5-64-419,
Possession of Drug Paraphernalia- 5-64-443,
DWI Drugs, 1st- 5-65-103,
Criminal Mischief- 5-38-203,
Suspended Driver’s License- 27-16-303,
Defective Tail Lamp- 27-36-215,
Reckless Driving- 27-50-302,
Speeding- 27-50-302,
and an Absconder Warrant.

The suspect vehicle sustained approximately $1,500 in damage to the left rear corner as a result of the TVI.

NOTE: As a result of this incident the Arkansas State Police is requesting restitution for the damage sustained to the Westin
push bumper on unit fleet number 301772 (2023 Dodge Charger Pursuit), in the amount of $845.35.
