Trooper's Report:

On 10/15/24 at approximately 1717 hours I, Tpr. Ramirez #539, was conducting routine patrol in the area of E. Grand Avenue
and Ouachita Avenue when I observed a dark gray 2004 Honda Odyssey.

The license plate was ran through ATLAS, which revealed that a John Holder was recently cited with this vehicle.
Holder also showed to be driving on a suspended driver's license. ATLAS also revealed that Holder had a possible parole
violation warrant out of the Arkansas Board of Parole. After looking at Holder's ID picture on ATLAS, I could confirm that Holder
was the one driving the vehicle. I conducted a traffic stop on the vehicle. The vehicle came to a final stop in the 100 block of
Violet Street.

I approached the vehicle on the driver's side and made contact with Holder, along with the front passenger, Brook House. I advised Holder that he was driving on a suspended driver's license.
When Holder was asked for his ID, he replied that he did not have to provide it and that he did have a driver's license. Holder refused to provide an ID or his name. I then
went back to my vehicle, to check the passenger for any warrants. Once Holder's parole violation warrant was confirmed, I
went back up to the vehicle and made contact again. Holder stated that his name was, "Dylan" and that "it's been Dylan since I
was born." I then asked Holder to step out of the vehicle multiple times, which he refused to do so. Holder then put the vehicle
in drive and fled by vehicle.

Holder took off at a high rate of speed. During this pursuit, speeds reached up to 66 mph. Holder drove recklessly during the
whole pursuit by running several stop signs, driving left of center, and not using turn signals. Holder also drove at a high rate of
speed that he was failing to maintain control of the vehicle. Holder was also brake checking me several times, that at one point,
it caused the front driver's side of my unit to strike the rear passenger side of Holder's vehicle. Holder stopped his vehicle at
Hobson Avenue and Cooper Street, where House got out of it. The pursuit continued onto Campbell Street, where Holder
continued to drive at a high rate of speed and running several stop signs. I lost visual of the vehicle once I was at Campbell
Street and Jeffries Street. I then advised dispatch via radio that I had lost the vehicle.

I then made contact with the passenger, House, where she was dropped off at. House stated that she did not know where
Holder was going to. House was advised she was free to go at this time.
My unit sustained damages (Approximately $3,000) to the front driver's side fender due to this pursuit.

At approximately 1800 hours, House advised dispatch that Holder was in the downtown area in Hot Springs and was planning
to head to Bismarck later on in the night.

At approximately 2239 hours, our dispatch was advised that Holder was en route to Bismarck to drop off the van.
At approximately 2315 hours, dispatch advised us that the van was dropped off at 435 Marion Anderson. Troopers arrived on
scene and located the van. Troopers then searched the area for Holder, but were unable to locate him.

On 10/16/24 at approximately 1241 hours, dispatch was in contact with House. House stated that she was on her way from
Bismarck to pick up Holder near Geronimo Street, At approximately 0156 hours, House advised that they had just picked them
up and were headed to the Shell gas station on Adcock Rd and Airport Rd in a Silver Nissan Pathfinder. Sgt. Steed (K3) got
behind the vehicle, at approximately 0202 hours, on Adcock Rd and the north side of Cessna Circle. Sgt. Steed observed
Holder standing outside of the vehicle and drove towards him. Holder then fled on foot from Sgt. Steed, Holder jumped several
fences as he ran through several people's yards. At one point I was following a Garland County K9 unit on a track, which
located Holder in a tall grassed field. K9 Sandy bit Holder on his right calf and left hand. Troopers and Deputies did not have
visual on Holder but heard what sounded as if he jumped another fence. Sgt. Steed at one point stated that he could see Holder under a trailer at 342 Cain Rd, I, along with Garland County Deputies, arrived to Sgt. Steed's location and placed Holder in custody.

Holder was charged for fleeing by vehicle (D Felony), obstructing governmental operations (C Misd), fleeing on foot (C Misd),
and criminal mischief x2 (D Felony and A Misd). Holder was also issued a citation for driving on suspended license, fail to obey
stop sign, driving left of center, reckless driving, no signals for turning, and failure to maintain control.
