Debussy gained influence in musical life and increasingly expressed himself theoretically about his composing. La Mer is "the ingenious realisation of his theories. Debussy wrote a three-movement symphony that has not the slightest thing in common with the technique of realisation and development of conventional symphonic music ... The rhythmic structure is of a variety that surpasses everything that has been usual in symphonic music up to now. In some passages of the first and second movements there is a rhythmic polyphony that anticipates all the bold ties of the young French school. And even in the finale, which undoubtedly aims to stylise a dramatic natural process musically, the rhythm dominates over the so-called "dramatic lines" (H. Strobel).
The sketches bear the programmatic titles De l'aube à midi sur la mer ("From dawn to midday on the sea"), Jeux de vagues ("Play of the waves") and Dialogue du vent et de la mer ("Dialogue of wind and sea").
